The Liaison Office (TLO) is seeking a Provincial Coordinator to ensure the appropriate and professional implementation of an Association for Rural Development (ARD) Alternative Development Program (ADP) in Uruzgan Province.

ADP is a USAID-funded program which aims to counteract illicit poppy cultivation by providing alternative livelihoods, improved economic opportunities, and diverse regional economic growth in selected provinces throughout Afghanistan.

The program period is from March 2009 - March 2011. This is a 1 year, extendable contract with a probationary period of 3 months, beginning immediately. The Provincial Coordinator will be based in Uruzgan province with frequent travel to the districts of Uruzgan province, and will be responsible for coordinating a diverse team of over 30 agricultural specialists, engineers, marketing consultants, and office staff on provincial level.


Duties & Responsibilities:
1. Prepare preliminary plan and budget of all related projects activities by conducting a thorough community needs assessment;

2. Check the project activities and make sure the implementation process is in compliance with the plan and guidelines;

3. Represent TLO in coordination meetings with other NGOs and local authorities or delegate responsibilities to other colleagues if needed;

4. Compile project activities reports from districts and submit them to the Project Manager;

5. Plan the procurement and ensure that Procurement Officer has placed needed material with the help of relevant project staff;

6. Solve the problems, if any, of project staff with community and authorities with the help of the Social Organizer;

7. Oversee the correct use of assets including vehicles/equipment, and make proper inspection of equipment on a periodic basis;

8. Oversee proper use of funds and closely monitor cash flow and expenditure recording;

9. Closely observe community contribution to ADP Uruzgan and keep track of figures and keep the CDCs/PDC informed by the project activities in progress and completed;

10. Supervise and make sure that the program is running smoothly and there is close internal cooperation among all staff members;

11. Follow TLO rules/regulations and guidelines of implementation;

12. Ensure all progress reports are prepared on time and forwarded to the Project Manager;

13. Hold project management meetings on a monthly basis or as required prepare minutes of meetings and submit them to the project manager;

14. Participate in meetings of coordination, strategy, operation, regulation etc. in TLO as well as with other agencies;

15. Represent the ADP
W Uruzgan project at provincial level to participate in provincial sectorial work group (SWG) and provincial development council (PDC) meetings;

16. Represent the ADP Uruzgan project in joint monitoring visits with ARD and line departments;

17. In collaboration with ADP Uruzgan technical staff, ensure necessary program planning, development and implementation at provincial level;

18. Actively participate in the ADP
W Uruzgan annual project work planning;

19. Plan and facilitate workshops and trainings at the provincial level based on ADP Uruzgan's work plan;

20. Lead the development of ADP Uruzgan provincial progress reports and submit them to the project manager based on a proper reporting schedule;

21. If requested, provide input to the development of project communication material such as briefs, stories, press releases, etc;

22. Identify challenges in the coordination with partners at provincial level and identify proactively appropriate solutions.
Qualifications 1. This position requires a Bachelor’s Degree in Management, a related field, or relevant experience;

2. Three to four years experience in the management of development programs involving rural communities and sustainable development;

3. Project management experience related to agriculture, horticulture, livestock, agri-business development, and cash-for-work programs;

4. Experience implementing USAID-funded projects;

5. Experience managing projects in Uruzgan or southern Afghanistan is preferred;

6. Administrative capacity and planning skills to manage a large team of national staff of multiple sectors;

7. Ability to travel frequently to the districts of Uruzgan Province to oversee field staff and conduct monitoring and evaluation of ongoing activities;

8. High computer literacy with a full knowledge of Office applications;

9. Excellent verbal and written communication skills; Languages: Dari, Pashto and English;

10. Personal qualification: hard working, reliable, honest, and responsible.
