Founded in 1965, Counterpart is a diverse, non-profit, international development organization dedicated to helping people in need in the areas of civil society, private enterprise, environmental resource management, humanitarian relief, and healthcare. We do this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own, self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent. Counterpart International, and in partnership with IFES, will undertake a comprehensive and multi-level voter and civic education program in Afghanistan, to educating potential voting population of Afghanistan. This task will be undertaken through Counterpart Civil Society Network, with an overall 75 NGOs across the country, through an extensive public outreach and Civic Education activities. Project Title: Support to The Electoral Process Position Description: Under the direct supervision of the Counterpart STEP National Voter Education Advisor, the Youth Specialist will be responsible for engaging young voters in discussions pertaining to the role of civil society in Afghanistan and in preparation for the 2009 presidential and provincial elections. The successful applicant will be responsible for developing and coordinating public outreach activities targeting the youth sector in Afghanistan in order to increase youth civic education awareness and the importance of the youth role in the electoral and political process.
Duties & Responsibilities: 1. The Youth Specialist should be able to relate to male and female citizens who are 18 to 35 years of age, understand the current culture of this age group, and communicate with ease to those in this age group.
2. As a prerequisite for this position the Youth Specialist shall have worked with people in this age group previously and been exposed to issues of importance to this constituency.
3. In order to provide leadership in focusing discussions relating to civil society the Youth Specialist shall have had experience working with NGOs engaged in making improvements of social importance in Afghan society, a familiarity with government, and engaged in election related activity in the 2004/2005 Afghanistan elections.
4. Serves as primary interface with implementing partners and external stakeholders to ensure synergy with counterpart STEP overall public outreach activities and a successful implementation of the program.
5. Develop a network to identify potential partners and youth specific activities with; Civil Society organization that focus on youth issues, Governmental entities and Educational Institutes such as Ministry of Education and Higher Education, universities and community colleges, cultural centers and others.
6. Develop Youth Component Work plan in addition to specific activities budgets and concept paper to identify clear objectives and attainable results parallel to STEP overall work plan, scope of work and task order.
7. Work in Close coordination with the Gender Advisor and the Public Outreach team.
8. Establishes, develops and maintains, and productive working relationship with implementing partners and contractors, and counterpart staff.
9. Trouble shoots project problems. Identifies and implements creative solutions.
10. Travels to field to oversee and monitor project activities.
11. Prepare biweekly, monthly and quarterly reports. |

| Qualifications |
1. BA in Social Science, Anthropology, Political Science or other related field.
2. 4-5 Years of Experience in Civic Education, Community Mobilization, Public Awareness Campaigns.
3. Past experience in elections programs.
4. 3 Experience in Program design and project management experience.
5. 2 Experienced with management and oversight of multiple small/medium projects.
6. Proficient with Microsoft Office Software.
7. Fluency in English.
