The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities.

Avian Influenza: Outbreaks of highly pathogenic avian influenza (HAPI) CASED BY THE H5N1 subtype of influenza were first recognized in Hong Kong in 1997. Since late 2003, this subtype has been spreading at an alarming rate, from East Asia to Central Asia, and now to the Middle East, Europe, Africa, and South Asia.

The project is being implemented by the Ministry of Agriculture, Irrigation and Livestock through an Implementation Support Team (IST) that reports to the National Avian Influenza Secretariat (NAIS) and administrated through General Department for Policy and Planning (PPD) in collaboration with the Ministry of Public Health.

Duties & Responsibilities:
Tasks:
M&E
1. participate in all briefings and trainings as and when organized by the M&E Specialist;
2. implement the M&E plan of action in the zone as prepared/instructed by the M&E specialist or the PC;
3. carry out daily monitoring of inputs, outputs and physical implementation progress through close coordination with all the implementing agencies and partners in the zone;
4. maintain a project related data base for the zone and generate reports as required by the M&E Specialist;
5. facilitate the revision of work plans and ensure that corrective and remedial actions are taken on project implementation strategies and procedures based on the learning and evaluations of project implementation;
6. provide regular reports and feedback to the IST at central level;
7. together with the M&E specialist and the Zonal Coordinator ensure that the stipulated targets and outputs, as specified in the Technical Annex, are achieved on time - otherwise devise specific actions and activities to achieve the targets;
8. together with the Financial Manager and the Zonal Coordinator, ensure that all financial transactions are transparent and in accordance with the stipulated Technical Annex financial and procurement management system;
9. together with the Project Coordinator and other IST personnel, ensure that all implementation and reporting are carried out in keeping with stipulated time-line and standards;

Communications
1. Ensure that all communication members of the Emergency Response Teams (ERTs) are trained in communications and implement the adopted communication strategy and action plan;
2. Supervise communications activities in the zone and report any issues to the Communications Coordinator;
3. Liaise with all relevant national and international partners on communications;
4. Ensure that both animal health and human health component are reflected in the communications plan of action;
5. Perform any other tasks that may be requested by the Communications Coordinator, Project Coordinator and the Zonal Coordinator.
Qualifications 1. This position requires Bachelor degree in business administration and social sciences. MBA degree holders are preferred.

2. At least four years of relevant work experience is required.

3. Experience and exposure to WB and other international organizations' M&E system is desirable.

4. The candidate must be able to communicate in English, and one of the national languages (Pashto, Dari)

5. The candidate must be computer literate (MS Office, Internet and E-Mail).

6. S/he should be willing to travel to the provinces as and when required.
