The Southern Afghanistan Alternative Development Program is funded by the United States Agency for International Development to support the Government and people of Afghanistan. The Program goals are to establish a broad-based, thriving licit economy led by the private sector and reduce the reliance on poppy production.
ADP/S will create and strengthen a number of sustainable and privately owned businesses that provide forward and backward linkages in the broiler and layer value chains. The aim is to jump start competition with imports from Pakistan and other neighboring countries and expand markets for poultry locally and regionally.


Duties & Responsibilities:
The Infrastructure Engineer will lead a team designing, planning and supervising the construction, repair and renovation of requisite buildings and all associated facilities. Low tech, site specific solutions will also be required to produce production facilities, fixtures, fittings and equipment capable of meeting the tasks required which at the same time address the reality and capability of their owners / operators.

Identification of related infrastructure opportunities/problems and implementation of practical solutions

Preparation of technical specifications, drawing and designs constructing cost estimates and tracking expenditures

Overall supervisory responsibility for all works undertaken
Taking responsibility for the development of the technical components of all related tender / bidding documents

Overall supervisory responsibility for the work of all sub-contractors to ensure they fulfill all their contractual obligations

Completion of environmental assessments as required by ADP/S and their client USAID

Providing a brief weekly reports on accomplishments, difficulties, solutions, and plans and input to bi-weekly and quarterly reports

Undertake other tasks as assigned by the ADP/S Poultry, Feed and Livestock Director

Qualifications
BS Degree or equivalent in civil, mechanical, architectural or agricultural engineering

At least five years of professional work experience designing, constructing and rehabilitating production infrastructure for livestock and poultry production and agricultural value adding including in an international, third world setting

Familiarity working as a contractor for USAID or other international donor organization highly desirable
Demonstrated efficiency with AUTOCAD software
Demonstrated ability to prepare sound technical engineering specifications and designs
Ability to write and verbally communicate in English clearly and concisely is highly desired
Ability to work effectively in a team setting and independently
Demonstrated problem identification and solving skills
Pashto/Dari language capability preferred
Experience of working in conflict / post conflict environments
Cultural sensitivity to work productively in a conservative Muslim culture and with local and national institutions.
