Nationality: Afghan
The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206. By working at all levels and with all relevant stakeholders and partners, the agency contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies, and countries' policies and programmes in human settlements in conformity with international practices and covenants.
UN-HABITAT Afghanistan: The United Nations Human Settlements Programme, UN-HABITAT, has been working within Afghanistan for the past 15 years with funding support of USAID, EC, DFID and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment. UN-HABITAT has been assisting the Islamic Republic of Afghanistan through a number of projects, both urban and rural, supported by different donors. UN-HABITAT is supporting the Ministry of Rural Rehabilitation and Development (MRRD) to implement the National Solidarity Programme (NSP). Currently UN-HABITAT is directly engaged in facilitating this programme in 45 districts of nine provinces: LCEP 2 builds on the experience of LCEP-I and responds to the National Education Strategic Plan for Afghanistan (1385-1389) of the Ministry of Education. LCEP 2 (Learning for Community Empowerment Programme) will be implemented as the National Literacy Programme for five years starting from early 2008. Urban programs: RR& IDPs through policy, planning and target assistant, GDSP, CEDPB and SMCDL projects of UN-HABITAT are working closely with Municipalities and Ministry of Urban development and housing to provide shelter and better environment in major cities.
Duties & Responsibilities: Sr. Social Organizer and orient the community to LCEP 2 activities and provide ongoing support to Community Development Councils, Self Help Groups, and Village facilitators. Sr. Social Organizer focus on three areas of work. First, they build Community Development Councils' capacity to support LCEP 2. Second, they assist Village facilitators organize literacy and productive skills activities. Third, they assist Village facilitators, self help groups, community banks and learners organize LCEP 2 economic development and continued learning activities.
A. Community Mobilization 1. Mobilize the community to support LCEP 2 and provide a program orientation to communities. Engage opinion leaders, CDCs and village elders very early on in the Program to obtain their support and consent. 2. Revitalize existing male/female Self-Help Groups (SHGs). 3. Assist the village facilitator in formation of the Self-Help Savings and Credit groups (SHG) and train the village facilitator in introduction of the concepts of savings, of taking credit for investment purposes, the necessity to repay the loan and pay a fee for borrowing it. 4. Identify and select one male and one female Village facilitators in consultation and with support from Community Development Councils. 5. Help and support the village Facilitator to identify and prepare space for male and female learning center(s) and assist the village Facilitator in identification of 2 female and 2 male learning groups, each composed of an average of 25 learners ages 15 and over and representative of the community as a whole.
B. Training 1. Provide training and classroom level support to Village Facilitator as they initiate the first phase of classroom-based literacy and productive skills instruction. 2. Provide training and consultation regarding ongoing savings and investment activities. 3. Assess trainee’s demonstrated comfort with identified competency areas and provide appropriate feedback to District Manager and Trainers and follow up support to Village Facilitator.
C. Monitoring & Program Support in all Programme Phases 1. Visit classrooms on a daily basis to model teach, observe teaching and learning, and provide lesson planning, materials development and classroom management support. 2. Assist learning groups divide into small literacy and productive skills groups, in coordination with the village Facilitator, after completion of basic literacy education. Criteria are based on learner and self help group self-assessments. 3. Work with communities, Community Development Councils, Self Help Groups, and Village Facilitator to develop a Literacy and Productive Skill Sustainability Plan, which elaborates community responsibilities and necessary government, NGO and/or private sector inputs from the district, provincial and central levels. 4. Help in monitoring and follow up community activities by the Village Facilitator that was detailed in their Sustainability Plans every two weeks to provide support and problem solving advice. 5. Encourage communities to engage in at least three activities: the formation of informal reading groups; the maintenance of a community bulletin board ewsletter; and the establishment of a small village-based lending library. 6. | Qualifications |
1. High School certificate. 2. Sufficient experience of working with local communities in upgrading local development projects at community level. 3. Prior knowledge and experience of the process of CDC and CAP formation. 4. Good understanding of Afghan society, their tradition, culture and values. 5. Basic Computer knowledge would be an advantage. |
