The National Area-Based Development Programme (NABDP) is one of the national priority programmes of the Ministry of Rural Rehabilitation and Development (MRRD), funded and supported by the United Nations Development Programme (UNDP). NABDP commenced as a joint initiative of the MRRD and UNDP in 2002, with the goal of contributing to a sustainable reduction of poverty and an improvement of livelihoods in rural Afghanistan. Phase-II focused on support to local governance, poverty reduction, and institutional capacity development, whilst linking with Afghanistan National Development Strategy (ANDS) and Agricultural Rural Development Sector Strategy (ARDSS) frameworks. The Phase III of NABDP is viewed as a five-year commitment by MRRD to take the next step in the continuum of national programme development, with a shift of focus from construction of infrastructure to community development for capacity building of local governance structures, rural renewable energy initiatives, and productive infrastructure for agriculture and rural development , whilst ensuring synergies between all MRRD programmes including Afghanistan Rural Enterprise Development Programme (AREDP). Phase III of NABDP will begin in May 2009, and is expected to run for five years. The three main thrusts of Phase III are: (i) enhanced local governance; (ii) sustainable livelihoods through rural infrastructure services; and (iii) stabilisation through enhanced economic livelihoods. Enhanced local government entails extending DDAs to cover the entire country, while building their capacity to act as development coordination bodies, and supporting AIRD to improve the capacity of local government bodies. Rural energy and productive infrastructure will be focused on providing renewable energy sources such as micro-hydro plants, solar and biogas power, as well as projects designed to stimulate the rural economy, such as markets, roads, and water management systems. Finally, stabilisation activities will cover a range of NABDP projects designed to promote security and peace, such as Disarmament of Illegal Armed Groups (DIAG) and projects on Counter-Narcotics and Alternative Livelihoods. NABDP will also move towards a more decentralised approach during Phase III, with a greater focus on the provincial and district levels of operation, which will allow greater flexibility and responsiveness in project implementation.
The NABDP Phase–III design is the first of several strategic shifts with MRRD to ensure the entire MRRD portfolio provides a sector-wide cohesive approach to the immediate and longer-term needs of the rural population of Afghanistan. The design builds upon the successes of the first two phases and will be flexible enough to take on an experiential learning approach in response to the constantly changing development landscape and development space. This will be underpinned by a broader and deeper functioning Monitoring and Results Reporting Unit that will help to ensure an adequate flow and availability of programme information. NABDP Phase III will not be undertaking central level capacity development as in the past, but will focus its efforts at district, and to some extent provincial level. The programme will place greater emphasis on shorter term Technical Assistance (TA) as opposed to long term TA assignments in the areas of programme planning, gender, environment, economic livelihoods to support cross-cutting activities and initiatives. Nabdp requires new approaches to ensure efficient and timely project implementation. Increased effectiveness under Phase III will result in a shift in its current modus operandi in favour of more decentralized operations. This implies movement of staff, equipment and decision making. A phased approached to decentralisation down to regional level will reduce reliance on Kabul-centred decision making and speed up implementation. The current centralised decision making approach stems from a combination of past practice, interpretations of existing policy, and a degree of risk averseness that will need mitigation and will be an important determinant of our future effectiveness at the local level.
Duties & Responsibilities: 1. Develop technical guidelines for feasibility study and design of micro hydro power projects; 2. Refine and update technical guidelines feasibility study and design prepared by ERDA for micro hydro power projects; 3. Refine and update pre and detailed feasibility study formats prepared by ERDA for micro hydro power projects; 4. Review existing micro hydro guidelines and develop Micro hydro Standard suitable for Afghanistan; 5. Develop training manual and curriculum for feasibility study, construction supervision and operation and maintenance of Micro Hydropower Projects; 6. Conduct training for Engineers and technicians from Program, Government organization, Private Sector Organization and Civil Society; 7. Conduct training on operation and management of micro hydropower plants. 8. Refine and update project report formats considering technical, environmental and social consideration; 9. Prepare a comprehensive package for promotion of end-uses and their linkages with enhancing livelihoods in the rural areas; 10. Prepare energy planning module and implement in the field; 11. Develop checklists for assessment and appraisal for micro hydro power project; 12. Refine and update tri partite agreement between the project, District Development Assembly and Ministry; 13. Prepare model contract document between community and suppliers as well as Supplier and MRRD for micro and mini hydro power project; 14. Review existing management practices and develop feasible management model for micro/mini hydro power projects in Afghanistan; 15. Develop guidelines for testing and commissioning and power output verification of micro hydro power project; 16. Advice on procurement of the MHP equipments and other survey equipments for Micro /mini hydro power project; 17. Visit Micro hydro workshops and assess their capacity in fabrication, supply and installation of Micro hydro power projects; 18. Carry out training need assessment of private sector organization and prepare support mechanism needed to boost the sector; 19. Supervise and monitor the technical aspects of micro hydro power project activities and prepare a progress report on all activities being carried out through the project; 20. Provide support to the RITS Department in technical matters related to the utilisation of renewable energy technologies in general and micro/mini hydro power in particular; 21. Provide advice on the scientific and technical knowledge, in particular to guide the unit head in project planning that will involve the implementation of monitoring and evaluation plan with indicator, baseline and target for each output, and the detailed annual work plan and budget on the basis of the logical framework; 22. Present micro hydro success stories and lesion learned in national and international forum including scientific community; 23. Provide additional support as requested by the ERDA and as required to make this programme a success. |

| Qualifications |
The Micro Hydro Expert should have Masters in Engineering and at least 10 years’ of experiences or Bachelors degree in Engineering and at least 15 years’ of experiences on feasibility study, design and implementation of community based mini/micro hydro power projects. S/he must possess strong inter-personal skills, as well as excellent capabilities in research, report writing, and English language skills. Dari/Pashtu language skills and work experience in Afghanistan are added advantages.
Reports to: The Expert shall work under the general supervision of the NABDP Programme Manager and the direct supervision of ERDA Unit head. S/he will work in close coordination and consultation with ERDA team. |
