The Ambassador's Small Grants Program to Support Gender Equality in Afghanistan (ASGP) is funded by USAID with the purpose of building the capacity of Afghan Women Civil Society Organizations. ASGP has recently started to support women through awarding sub-grants. For this activity ASGP needs to have a web-based grants administration system (GAS). The purpose of developing this software is to administer and keep track of grant progress and provide reports to USAID accordingly. ASGP is looking for a consultant who can work with the GAS Steering Committee to develop and pilot the web-based GAS. Consultant candidates who are short-listed for interviews will be requested to develop and submit a brief proposal with details of how they will develop the system and estimates of time and costs.

Duties & Responsibilities:
1. Develop a web based grants administration system and software so that ASGP regional offices will be able to access and regularly enter the field data though logging from their programmed usernames; each user with definite permissions
2. The system must be developed in such a way to support management of all following 4 types of grants’ data; (Quick Impact Grants, Service Delivery Grants, Advocacy Coordinating Grants and Targeted Sustainability Grants);
3. The GAS software will have four major sections (1. Application, 2. Application Review, Evaluation and Awarding, 3. Implementation and Report ting and 4. Data on M&E) each section will have related data fields which are listed; please refer to the annexes;
4. The system must generate both detailed and statistical reports disaggregated by grant type, region & province, grant status (e.g in progress, completed, terminated etc.), budget/expenses by date, CSO and grand total;
5. Furthermore, a separate section for M&E is required to enter data on each indicator, this row includes: the intermediate result, indicator, data source, region/province of coverage, set target and actual by quarter/since the start of program and overall program;
6. Also a final report from each grantee should be provided at the end of each grant period when they have completely implanted the project. This narrative report should provide details about the CSO, the activity it has accomplished, the results of the implemented activity and some other information from the implementation and reporting section.
Qualifications 1. Bachelor's degree in Computer Science or Information Technology from an accredited college or university;
2. At least 4 years experience in developing and maintaining large or medium relational database management systems, preferably SQL or Oracle
3. Excellent knowledge of Virtual Private Network (VPN), Local Area Networks and Windows Server
4. Excellent analytical, organizational and communication skills
