The Ministry of Counter Narcotics (MCN) has been established with the objective to take the leading role in the development, co-ordination, monitoring and evaluation of the Afghan Government's counter narcotics strategy. The establishment of a Good Performance Initiative was an essential initiative of the Afghan government to reward poppy free provinces.

The key principles behind the GPI includes support continued progress towards poppy elimination, maintenance and increasing the numbers of poppy free provinces through the provision of financial support for agreed prioritized development projects.

Thus, to fulfill the above mentioned objective the MCN, in its capacity as one of the GPI executing bodies, seeks well qualified and experienced Afghan Nationals to be able to undertake the job with some specific requirement that are outlined below.

Duties & Responsibilities:
General:
The GPI Public Information and Communication Officer is responsible for:
1. Overseeing all public relation and communication activities for the GPI;
2. Leading the implementation of the internal communication activities and developing a external communications strategy for the GPI;
3. Work closely with MCN spokesman and facilitate regular interaction with Afghan media and other stakeholders (Government and the general public) on a regular basis with a view to maximizing understanding of the GPI and its objectives;
4. Ensuring that high professional standards at all times and efficient work processes are established at the GPI for communication and information activities.


Specific Duties and Responsibilities
1. Develop information and communication plan (based on an effective communication strategy) for the GPI;
2. Draft all necessary communication, including press releases, newsletters, feature stories, briefings, project updates, and presentations.
3. Organize press briefings, interviews; and prepare materials for such events including talking points and handouts.
4. Help draft annual, quarterly and weekly GPI reports for publication and advise and edit documentation as and when required;
5. Ensure that the GPI website contains relevant and timely information on the GPI including updates on project implementation and other information of interest to GPI stakeholders including minutes of open meetings, press conferences, press releases, statements, photos, etc;
6. GPIDraft/compile specific communication strategy for different target audiences of the GPI(donors, public, central and provincial government, NGOs) and develop standardized press releases, media packs and reports, brochures, briefings, video clips, newsletters, and ensure specific website areas for different stakeholders.
7. Organize and/or participate in the organization of conferences and seminars and prepare briefing materials for such events and for senior officials;
8. Respond promptly to a variety of inquiries and information requests both internal and external sources and liaise with key GPI staff and the Director on all information requests;
9. Create and update GPI press e-mail distribution list.
Qualifications 1. University degree in journalism, business administration, management or a relevant field
2. At least 1-2 years of professional experience in public information and communication
3. Previous experience of writing reports, press releases, briefings, presentations, etc.
4. Excellent communication and interpersonal skills
5. Highly motivated and committed
6. High level of computer knowledge and practical experience (MS Office)
7. Fluency in written and spoken Dari, Pashto and English.
