| Job Description |
Nationality: Afghan
The Ministry of Counter Narcotics (MCN) has established with the objective to take the leading role in the development, co-ordination, monitoring and evaluation of the Afghan Government's counter narcotics strategy. The key principles behind the GPI includes support continued progress towards poppy elimination, maintenance and increasing the numbers of poppy free provinces through the provision of financial support for agreed prioritized development projects. Thus, to fulfill the above mentioned objective the MCN, seeks well qualified and experienced Afghan Nationals to be able to undertake the job with some specific requirement that are outlined below.
Duties & Responsibilities: - Manage the development and GPI project’s procurement activities in full compliance with the Afghanistan Procurement Law or other international acceptable procurement procedures.
- Responsible for inventory and assets to provide for the ongoing project implementation needs and GPI inventory registers in conformity of GoA requirements
- Assist in identifying the daily, monthly, quarterly and annual procurement needs of the projects and develop appropriate plans. - Negotiate sales agreements, prepare contracts, and verify quality of delivered goods against standards. - Post procurement ads in local/international press and electronic media and distribute as appropriate to private firms and trade missions. - Prepare evaluation reports of responses from potential bidders. - Manages receiving and opening bids and prepare minutes of bid openings. - Apply robust and transparent methods to evaluate bids and document results. - Ensure all procurement records of activities undertaken by the procurement department are managed and filed effectively. - Perform any other duties as directed |

| Qualifications |
- At least University degree in management and any relevant field. - At least 2 years experience in conducting procurement activities for government or non government organizations. - Familiarity with procurement management process (i.e., advertising, bid preparation, bid reception and evaluation, contract awards, documentations, etc). - Excellent English, Dari and Pashto skills. - Good knowledge of computers - Good knowledge of drafting routine correspondence and record keeping. - Strong communication and presentation skills. - Good knowledge of GOA procurement procedure. |
