Background on IOM ACAP With funding from USAID, International Organization for Migration (IOM) implements the Afghan Civilian Assistance Program (ACAP) in different provinces of Afghanistan. ACAP provides tailored assistance packages to Afghan families and communities that have been adversely affected by military operations. These sustainable assistance packages comprise medical, education, and other forms of support enabling Afghans to re-establish their livelihoods. ACAP is being implemented with support from Afghan and international personnel recruited by CTG Global. The IOM ACAP Program Manager will provide the standard description of ACAP.
Duties & Responsibilities: Under the overall supervision of the Chief of Mission, and the direct supervision of the Afghan Civilian Assistance Program (ACAP) Program Manager and Program Officers, the incumbent will be responsible for overseeing the implementation of the ACAP program in the IOM sub-office in Khost. Key responsibilities will include:
1. Maintain working relationships and liaison with project counterparts. 2. In collaboration with IOM field staff, conduct assessments and surveys as needed to identify geographical areas and population groups most heavily impacted by the activities of international military forces. 3. Undertake travel to remote and often high risk areas to reach to the most vulnerable communities for information gathering, assessments and monitoring purposes when needed. 4. Oversee daily activities of national staff for ACAP in the sub-office. 5. Coordinate daily implementation within the program’s established priorities. 6. Prepare nominations for submission to Head Quarters (HQ). 7. Coordinate the community and/or construction projects of the region in liaison with the HQ Program Officer. 8. Liaise with Government counterparts and UN Agencies at Provincial level. 9. Prepare success stories/anecdotes on individual projects and other public information material, including photographs for both internal and external purposes. 10. Liaise with Mission administrative, accounting finance, to further ACAP objectives and ensure that IOM standards are followed. 11. Coordinate program procurement and logistics activities with Mission support staff. 12. Support information dissemination activities and advocate for, the program among key stakeholders. 13. Collaborate in preparing for and conduct formal and regular meetings with USAID. 14. Collaborate in the response to ad hoc requests for information as well as frequent and regular reporting to USAID. 15. Such other duties as may be assigned. |

| Qualifications |
The successful candidate will be able to work results-driven and gradually without direct supervision. He/She will exhibit organisational skills, attention to detail, personal commitment, efficiency, flexibility, and problem-solving skills. Further desired qualifications are as follows:
Education and experience 1. University degree in Social Sciences and/or community development or, alternatively, combination of related education and professional experience. 2. A minimum of three years of experience working in project development and implementation, preferably related to community development and/or post-conflict issues. 3. Experience of working at provincial and district level in Afghanistan is an advantage.
Technical Competencies 1. Ability to follow and implement administrative and financial control procedures. 2. Knowledge of program planning and implementation. 3. Advance knowledge of all Microsoft Windows programs; (Word, Access, Excel, PowerPoint, Outlook and FrontPage).
Personal/Interpersonal Skills 1. Stamina, determination, commitment, efficiency and adaptability. 2. Excellent communication and negotiation skills. 3. Understanding of complex socio-political environments, especially of post-conflict situations. 4. Sensitivity toward other cultures. 5. Ability to work under difficult conditions while maintaining security awareness.
Working Conditions 1. Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds. 2. Willingness to travel in high risk areas is essential.
Languages 1. Spoken and written English fluency is essential. 2. Working knowledge of Dari and/or Pashtu an advantage. |
