Duties & Responsibilities: 1. Manage the design, development and installation of information systems in collaboration with the IT department in IRC headquarters and Regional Offices, to ensure compatibility with existing systems. 2. Administer office Active Directory user environment(s) and coordinate with Operations Manager for determining levels of user access. 3. Provide technical documentation of all system architecture for all country program offices, including network diagrams, Active Directory schemas and group policies. 4. Oversee and plan any infrastructure changes or software upgrades as mandated by IRC global operations. 5. Maintain user data and email backup mechanisms for ensuring redundancy of all vital operations data; coordinate with senior management for scheduling and delivery of backup media for off-site storage. 6. Review internet connectivity and computer hardware to be compliant with IRC minimum standards in a timely manner. 7. Configure, deploy and maintain all network equipment for offices, field sites and guesthouses. 8. Coordinate with Logistics Coordinator and Procurement Manager in maintaining and IRC pre-qualified ICT vendor database; Work with local services providers to ensure that IRC is afforded the most competitive rates and service packages. 9. Develop timeframes and cost plans for acquisition of new equipment or software; advise Operations team on budgetary implications of current and future needs. 10. Assist and strategize with Country Director/Field Coordinator for the design and implementation of Field Office networks, including budgeting and procurement for all network and required computer equipment. 11. Provide technical assistance from staff for all PC hardware, software and associated peripherals. 12. Install and configure operating systems and IRC-approved software packages to the agreed standards of IRC global operations. 13. Maintain existing computer equipment to the agreed standards of IRC global operations by performing upgrades, new installations and carrying out routine procedures. 14. Coordinate with Operations/HR team for creation and suspension of new user accounts/e-mail, and with Logistics team for allocation of IT-related assets. 15. Ensure that hardware inventory is being maintained (in cooperation with IRC global IT department) and track all equipment transfers. 16. Maintain the proper storage of inactive IT assets (computers, printers, UPS’s, etc). 17. In consultation with IRC HQ, assist in procurements, including conducting needs assessments, 18. Perform and maintain operating systems and office application suites on all user workstations. Ensure that security updates are properly being applied and that workstations remain up-to-date. 19. Monitor workstation usage to ensure that users remain within the confines of the IRC Afghanistan Acceptable Usage Policy. 20. Conduct visits to field offices as needed in order to provide training to field office staff and maintain hardware checks on all IT-related assets. 21. Manage, liaise with and provide guidance to field-office IT Focal Points for troubleshooting and support needs. 22. Assist in finalizing strategy of emergency IT deployment in emergency disaster response. 23. Work with Logistics/Procurement team in the preparation and handling of purchase requests, purchase orders and bid analyses for service of computers and other areas relevant to duties elaborated above. |

| Qualifications |
1. Advanced degree in Computer Engineering or equivalent of 3 years experience in relevant field 2. A+ Certification and/or MCSE Certification preferred 3. Strong troubleshooting abilities, especially in networking, MS Applications and MS Operating Systems 4. Proficiency in written and spoken English; Fluency in Dari and/or Pashtu languages 5. Proficiency with Microsoft Server 2000/2003 and Active Directory 6. Strong technical writing/documentation skills 7. Strong Management and organizational skills 8. Strong hardware deployment/repair skills 9. Strong inter-personal, communication and report-writing skills. 10. Flexibility and ability to work under pressure 11. Willingness to travel and participate in emergency disaster response 12. Adaptability for working in a multi-cultural environment. |
