IRD is implementing the Strategic Provincial Roads - South and Eastern Afghanistan (SPR-SEA) program to increase stability and security by rehabilitating provincial roads and increasing institutional capacity to effectively manage, maintain and realize benefits of provincial roads.
Duties & Responsibilities: Summary of Position Responsibilities: Under the supervision of the Community Support Program Specialist for Infrastructure, the Community Support Program (CSP) Field Officers are responsible for monitoring the implementation of secondary programs in their respective regions as a component of the USAID – funded SPR-SEA program. Under the direction of the CSP Specialist, the CSP Officers are responsible for 1) traveling to CSP project sites within the region for regular monitoring and oversight of all CSP infrastructure project activities 2) providing technical support to all CSP infrastructure project activities in the region, and 3) liaising with the SPR-SEA designated communities, relevant government agencies and other implementing organizations in their regions.
Major responsibilities: 1. Coordinate with Kabul based Specialist and Advisors for Infrastructure for technical assistance and implementation of the small scale infrastructure projects in the region; 2. Travel to project sites to monitor and report on progress of implementing partners and grantees such as NGOs, Community Development Councils (CDCs) or other Community based organizations (CBOs). The support shall be aimed at ensuring that the organizations are implementing projects in line with technical and administrative requirements of their grants. 3. Support overall CSP project performance monitoring and reporting, including overseeing organization of and maintenance of regional project files. 4. Work closely with the CSP Specialist and CSP Gender Team to ensure that all projects supported through the program enhance and uphold the role of women and men in target provinces that Gender is mainstreamed into the grant process. 5. Represent IRD on District and Provincial level Forum and coordinate with Line Agencies, local NGOs, community groups and members of Parliament working for finding out synergies and avoiding duplication of work. The CSP Field Officer shall keep abreast all the stakeholders of IRD’s geographic and programmatic areas and priorities and areas of possible collaboration. 6. Assist the CSP Specialist with the preparation of Action Plans as needed to achieve SPR-SEA target results. 7. Coordinate work with all COCB field staff as required. 8. Support program activities in other regions and participate in evaluating program activities as and when required. 9. Provide daily and weekly reports and other relevant information as needed. 10. Carry out other tasks assigned by the CSP Specialist in accordance to skills and availability. 11. Ensure that the program implementation comply with all USAID and IRD rules, regulations, policies and procedures including IRD/USAID environmental policies, Gender Equality policies, International Convention on the Rights of Children etc. 12. Perform any other job responsibilities as assigned by IRD/SPR-SEA Community Outreach team. |

| Qualifications |
1. University degree is preferred. Specialized training in one or more of the above activities with 4 years practical experience relating to the specialized training may replace the advanced degree. 2. A background check will be conducted.
Skills: 1. Minimum 2 years of professional experience with international NGOs; experience in program design and management in rural Afghanistan is required. 2. Experience working with local Community Development Councils (CDCs) or traditional shura/ (council) in the southern and eastern provinces in Afghanistan is preferred. 3. Proven ability to act quickly and work well under pressure. 4. University degree in Civil Engineering preferred. 5. Preference given to those with experience in water sanitation activities. 6. Fluency in English/Dari/Pashto required. 7. Motivated self-starter and ability to work as part of a team and in the best interest of the communities and the project. 8. Flexibility to work long hours when required. 9. Ability to liaise with members of communities in rural Afghanistan maturely and comfortably. 10. Willingness to work in remote and potentially hostile areas in Afghanistan. 11. Technical Ability in Windows Operations including Microsoft Office/Word/Excel/PowerPoint. |
