The National Solidarity Program (NSP) was created by the Government of Afghanistan to develop the ability of Afghan communities to identify, plan manage and monitor their own development projects. NSP promotes a new development paradigm whereby communities are empowered to make decisions and control resources during all stages of the project cycle. In accordance with government policy the program is expected to lay the foundations for a long-term strengthening of local governance to make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities) and to provide assistance for the reconstruction and development of communities.

Duties & Responsibilities:
Job Summary:
The Technical Support Officer to HoD will support directly the HoD and the Deputy Head of Department to coordinate all overall related M&E functions of the Department at different levels and ensure that implementation is realized according to the NSP operational manual and the respective World Bank technical annexes and continuously the latest Aide Memoires. This includes the development (or) support of a MIS - M&E database, to support the re-organization of the M&E Department and to support the processes of Community Participatory Monitoring (CPM) at the field and strengthen the PIM/ IM system at the provincial levels with focus on the performances of the respective FPs and other stakeholders during the implementation of the project. In addition, he supports the remobilization of the Post Implementation function.


Key Roles and Responsibilities:
1. Support the process of implementing new NSP M&E framework under the supervision of the HoD and close coordination with Unit Heads within M&E department.

2. Preparing of the AWPB (Annual Work Plan and Budget) and revise the IM/PI, CB plan and system by seeking stakeholder inputs in order to produce these plans with the full commitment of all the actors involved in the NSP program. Present the AWPB to the relevant internal bodies in a timely manner for further review and approval.

3. Support in the continues review of NSP’s Results Framework (RF), Operational Indciators, developing tools, process and performance indicators, data collection forms and training materials for both the PI and the IM Unit in close coordination with other Unit Heads and M&E Head for purpose of data collection and analysis.

4. Coordination and preparation of training workshops for the Provincial IMs, PIs, FPs, and other relevant staff members and trainers on M&E (newly developed IM Form) and Community Participatory Monitoring (CPM) system and its role and importance in community participation and empowerment.

5. Preparing reports on the progress of the M&E Department and contributes, together with the Head of Department to the development of a mechanism allowing PI/IM recommendations to be followed up by the relevant departments and NSP management.

6. Coordinating in developing, in cooperation with the MIS Department, M&-MIS module and organise the introduction of this module at provincial and headquarter level; develop proposals for the best use of the collected data through this system; ensure that implementation monitors are trained in the use of this system and deliver accurate and quality-checked data through it.

7. Make sure the business of the program is conducted in an efficient manner by supervising and monitoring program implementation. Ensure that timely decisions on corrective actions are made and implemented.

8. Direct and supervise the day-to-day operations, guided by the operational manual document and the AWPB, providing any necessary amendments to ensure smooth performance.

9. Mobilize relevant M&E technical assistance in a timely manner, with clearly demarcated responsibilities that are based on the participatory and equity principles of the program.

10. Develop close working relationships with all units, departments and other NSP stakeholders where appropriate to establish a shared vision of the NSP program and achieve objectives.

11. Encourage transparent reporting by field staff, highlighting problems and possible solutions plus lessons learned. Reward innovation in critical reflection and learning.

12. Any other relevant tasks required by the HoD.
Qualifications ualification and other Requirements
1. High School Graduation or preferably University degree in, science and management or other appropriate and applicable filed.

2. With a minimum of 4-6 years work experience with an international or large scale organization in the field of Rural Development and M&E.


At least several years of proven experience with:
1. The logical framework approach and other strategic planning approaches;

2. M&E methods and approaches (including quantitative, qualitative and participatory);

3. Planning and implementation of M&E systems;

4. Training in M&E development and implementation;

5. Facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;

6. Information analysis and report writing;

7. Familiar with the implementation of CPM systems;

8. Familiar with operating and designing database;

9. A solid understanding of rural development, with a focus on participatory processes, joint management, and gender issues;

10. Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management;

11. Willing to undertake regular field visits and interact with different stakeholders, especially primary stakeholders;

12. Knowledge and ability to apply computer applications to include MS Word, Excel, PowerPoint and Outlook;

13. Fluency in English, Dari and/or Pasthu in speech, writing and comprehension.
