| Job Description |
Nationality: Afghan
The Government of Afghanistan has decided to convert the present electrical utility, Da Afghanistan Breshna Moassasa (DABM), to Da Afghanistan Breshna Sherkat (DABS). DABS will be a state-owned commercially operated electric utility responsible for generating, transmitting, importing and distributing energy to consumers in Afghanistan. DABS is now actively recruiting qualified personnel for its staff.
Duties & Responsibilities: 1. Serve as primary internal and external point of contact for donor enquiries and activities.
2. Plan, lead, and manage the effort to raise the funds necessary to support DABS' strategic plan.
3. Collaborate with DABS department heads to identify rehabilitation and investment needs as well as develop project proposals and specifications with the procurement department and respective departments to solicit donor funding.
4. Provide strategic and tactical advice to the CEO and SMG on funding needs.
5. To monitor and evaluate the implementation of donor financed activities, including goods, works and services both at DABS and MEW of which DABS is the beneficiary.
6. Coordinate with the CCM to keep shareholders, stakeholders and the public informed of developments.
7. Travel and attend conferences and meetings where appropriate, and provide on-site organizational leadership.
8. Facilitate resource mobilization with donors.
Distinguishing Characteristics This position is the focal point for all contact with donor organisations. The candidate will be responsible for developing, maintaining and enhancing relationships and communications with all donor organisations and channelling all donor information and requests to the and coordinating all donor activities with the respective departments. |

| Qualifications |
Education and experience A bachelor's degree is required with preference for a degree in Communications, Marketing, Finance or Business or from a technical field. Minimum of 5 years' experience, including in an international setting.
Knowledge, Skills and Ability 1. Familiarity with the donor environment, including USAID, ADB, World Bank, large foundations, foreign governments, multilateral funders, including experience responding to solicitations, developing proposals, and financial analysis.
2. Excellent written and verbal presentation and communication skills required.
3. Experience in developing and presenting budgets.
4. Fluency in English.
5. Precise, extremely detail-oriented, organized and ability to prioritize.
6. Ability to work independently or as part of a team.
7. Ability to work effectively under pressure and handle multiple simultaneous tasks and demands.
8. Strong interpersonal skills, tact, patience, diplomacy.
9. Proficiency in Microsoft Word, Excel, and PowerPoint.
10. Experience in contractual, memorandum of understanding and partnership negotiations, and successful proposal development.
11. Ability to work within deadlines and frequently shifting priorities.
12. Strategic planner with technical knowledge, conceptual and analytical ability, good judgment, and adaptive, flexible capacity
13. Understanding and knowledge of energy sector and development funding.
14. Energetic and creative with high ethical standards.
15. May be required to travel domestically and internationally.
16. Other duties as reasonably requested by the Chief Executive Officer
Supervision received: Reports to the Corporate Secretary and the CEOSpecial Conditions: May be required to work odd and unusual hours, including designated holidays, and to be available on an on-call basis and to travel regionally and overseas.
