Job Description Nationality: Afghan

The Government of Afghanistan has decided to convert the present electrical utility, Da Afghanistan Breshna Moassasa (DABM), to Da Afghanistan Breshna Sherkat (DABS). DABS will be a state-owned commercially operated electric utility responsible for generating, transmitting, importing and distributing energy to consumers in Afghanistan. DABS is now actively recruiting qualified personnel for its staff.

Duties & Responsibilities:
Distinguishing Characteristics
This position requires the incumbent to lead change, assess and enhance culture, align the organization, plan and execute strategic communications. This role will require experience in workforce transition and communication as well as the ability to play across multi-disciplinary fields including communications planning, adoption planning, business process redesign and strategy development. The successful candidate will have experience leading and facilitating large-scale change management projects. This position entails travel around Afghanistan.


Typical Duties:
1. Business process analysis and redesign.

2. Install change as a new culture within the company.

3. Manage the design, development and implementation of organizational change and workforce transition strategies and plans.

4. Raise awareness of the needs to change the organisation and to change relations between management and staff.

5. Prepare comprehensive change and workforce transition plans and programs, including strategies to support change and transition initiatives and leadership.

6. Develop transition strategies for affected individuals, design new jobs, oversee assessment and selection of workforce into new roles, conduct interviews and focus groups, design and deliver stakeholder events, and develop written and electronic presentation content.
Qualifications Education & Experience
Bachelor's degree with 5-7 years of practical experience in industry or consulting in one or more of the following areas: change management, organizational change assessments, business process redesign and implementation, organizational development, human resources, training design and/or delivery or communications/PR.

Knowledge, Skills and Ability
1. Experience in assessing an organization’s ability to adapt to process or systems changes through mechanisms such as focus groups and surveys.

2. Strong business analysis skills, business process redesign and implementation.

3. Team facilitation.

4. Communications/Marketing - audience assessment, communications strategy, planning and execution, communication program development and execution.

5. Design, facilitate and deliver stakeholder events, develop written and electronic presentation content, coordinating event-related logistics, and gathering quantitative data.

6. Strong presentation/ communication / facilitation skills (oral and written).

7. Training - skills and training needs assessment; program design, development, and delivery.

8. Organizational development, organizational analysis and design; individual/team development; group facilitation; leadership development and coaching.

9. Strategic planning; strategy facilitation; enterprise performance management (balanced scorecard).

10. Strong Microsoft skills, including PowerPoint, Excel, Project and Visio.

Supervision received: Is responsible directly to the CEO

Special Conditions: May be required to work odd and unusual hours, including designated holidays, and to be available on an on-call basis and to travel regionally and overseas.
