Nationality: Afghan
The Government of Afghanistan has decided to convert the present electrical utility, Da Afghanistan Breshna Moassasa (DABM), to Da Afghanistan Breshna Sherkat (DABS). DABS will be a state-owned commercially operated electric utility responsible for generating, transmitting, importing and distributing energy to consumers in Afghanistan. DABS is now actively recruiting qualified personnel for its staff.
Duties & Responsibilities: Distinguishing characteristics This is a senior position with high level responsibilities. The Manager for Performance and Reporting effectively supports the CEO by providing corporate services in the areas of: corporate performance benchmarking, identifying appropriate performance measures of corporate performance, facilitating and participating in strategic planning, facilitating strategic planning processes, documenting performance goals and objectives and providing project management support to Business Plan goals. This position will regularly interact with and prepare written briefings and support materials for senior managers and executives.
Typical duties: 1. Reports on corporate goals, plans and performance.
2. Monitors and reports ongoing performance, creating business plan and annual report.
3. Facilitates the development and implementation of DABS' performance management reporting framework which ensures DABS is achieving its objectives in the most efficient and effective manner.
4. Develops performance measures and targets through researching and identifying best practices.
5. Consults with Divisional Chiefs and Department Heads on corporate development and management as it relates to the Business Plan goals, objectives and strategies to ensure compliance with strategic plans, business plans and corporate policy.
6. Creates the Annual Report, detailing progress made against the stated goals and objectives from the Business Plan.
7. Prepares the annual Business Plan updates.
8. Provides performance management/measurement expertise to CEO and SMG.
9. Develops tools and facilitates knowledge and skill development to support the CEO's management planning and decision making, service quality improvement and public accountability expectations.
10. Develops and implements performance management systems and tools. |

| Qualifications |
Education and experience A Master's degree in Public Administration, Business Administration, Finance or any related field as well as two years of experience in any of the following: project management, performance benchmarking, producing corporate communications, change management, or program management.
Knowledge, skills and abilities 1. Ability to prioritize and manage one's own work duties.
2. Effective research, analytical and problem-solving skills.
3. Experience in business processes, performance benchmarking, monitoring, and reporting.
4. Excellent oral and written communications skills.
5. Experience writing internal and/or external communications for a corporate or public sector program.
6. Knowledge of business and workflow analysis and change planning/implementation, planning and performance management, methodologies, resources and decision support tools/approaches, efficiency, client satisfaction, quality assurance/improvement and best practices and organizational as well as program standards.
7. Excellent organizational skills, including the ability to manage a diverse workload.
8. Ability to manage effectively under pressure for meeting strict deadlines.
9. Self-motivated and results driven.
10. Excellent ability to respond to, and lead, change.
11. Strong ability to persuade all levels of management and external stakeholders.
12. Strong facilitation and presentation skills.
13. Ability to handle sensitive information with discretion and confidentiality. Supervision received: Reports directly to the CEO.

Special conditions: May be required to work odd and unusual hours, including designated holidays.
