MOPH/ Human and Health Services, The USA government, Reproductive and Maternal and Child Health Cooperative Agreement This performance based cooperative agreement will support the development of a regional network of maternal-child services including the Comprehensive Health Centers, polyclinics and secondary and tertiary hospitals in Kabul city for the purpose of coordinating planning and program development. This project will be developed and implemented jointly with the Japanese International Cooperative Agency (JICA), UNICEF and other partners of the reproductive health taskforce. It will build upon the assessment findings of JICA for determining the state of the present physical facilities and the capacity to deliver appropriate maternal and new born health services. This comprehensive study found that the present facilities were unable to deliver the care elucidated in the Basic Package of Health Services. Inappropriate use of the two tertiary women’s hospital by low risk patients resulted in overcrowding and the lack of 24-hour service within the CHCs to provide the continuum of care presented a dilemma. As a result of the study, a MOPH/JICA reproductive health project steering committee was established. It was agreed that there was a need to strengthen the referral system to allow for normal delivery at the CHCs and to establish a mechanism to ensure that the complicated or high risk pregnancies received state of the art quality care at the tertiary hospitals. A second need was to establish and then train the staff appropriately at the community level. At the same time, HHS and the interagency committee supported a hospital management project and visit to ascertain the hospital management issues face by the maternity and children hospitals in Kabul. It was agreed by this group that better coordination between the hospitals and the development of consortium might yield cost savings and effectiveness. Some of the suggestions related to sharing of services and the development of a referral process have been incorporated into this project.
The primary goal of this project is to organize and establish a seamless and sustainable integration system for the delivery of the full range of quality prenatal, intrapartum, postpartum services and children’s health services. It will include health promotion, prevention, maintenance and professional care for pregnant women, their infants and children at the appropriate place of care. The integration will promote a two-way referral system originating and ending at the community level in the CHCs and polyclinics with appropriate care being provided at the secondary and tertiary hospitals. A second goal is to ensure that the services at the horizontal level are also appropriate and that a workable and effective linkage exists between the maternity, newborn and pediatric secondary and tertiary care hospitals. A third goal is to develop a mechanism whereby there is a rationalization method which provides for the sharing of services, the consolidation and coordination of clinical services and the joint planning for future development of maternal, neonate and pediatric services within Kabul city.
Duties & Responsibilities: 1. Assist the project manager with needs assessments for medical equipment /supplies, pharmaceutical and data based equipment.
2. Coordinate with Logistical/Procurement Departments of MoPH, and JICA to order/follow up and be actively involved in the procurement and shipment of requested items to the final point person determined by the project.
3. Design and implement improved supply chain systems, processes and procedures.
4. Receive and grant approval for purchases of goods and services. Obtain best pricing and handle vendor relations.
5. Arrange appropriate suppliers and transporters for deliveries.
6. Analyze changes or new issues in materials and supply to reduce cost and increase quality.
7. Assist program on developing policies/procedures for MoPH /HHS issues and logistical procurement.
8. Create or modify equipment training programs, protocols and certification requirements.
9. Assist program on spend out plan and provides support on preparing contracts and assists the program manager on the implementation of the clauses of the contracts.
10. Maintain a quality assurance system for monitoring efficiency and effectiveness and to ensure the proper use of equipment.
11. In collaboration with the MoPH, conduct regular support and monitoring visits to service delivery points to gather data and address logistic system problems.
12. Complete and submit in a timely fashion all necessary reports.
13. Maintain accurate logistical/procurement documents/records such as requisitions, purchase forms of the requested /purchased items, bills, quotations, bid summary and other relevant documents.
14. Keep the records of all activities decided in MoPH working groups related to pharmaceuticals, medical supplies and equipment.
15. Prepare and present technical presentations as necessary.
16. Represent the program at meetings with donors, partners ands collaborators.
17. Perform activities assigned by the project manager. |

| Qualifications |
1. Afghan National.
2. University or technical school graduate. 3. Experience and training in area relevant to medical equipment purchasing and maintenance.
4. Excellent knowledge of English (Written, spoken and understanding), Pashto and Dari and ability to type in these languages with a reasonable speed. Knowledge of Arabic and Urdu are preferred.
5. Proven administrative and organizational skills.
6. Experience in creating budgets, tracking project expenses and performing financial analysis.
7. Experience in rehabilitation of health facilities.
8. Excellent communication and interpersonal skills and ability to work successfully in a multi- cultural team environment.
9. Computer literate in Microsoft Office, Networks, Hardware and Database programs.
10. Work experience with MoPH or other multinational or bilateral health organization. |
