Through the Local Stabilization Initiatives aspect of the Local Governance and Community Development Project for Eastern and Southern Afghanistan (LGCD), USAID is assisting the Government of Afghanistan and Provincial, District, and Municipal governments to extend their geographic reach and governance capacity. LGCD in coordination with local governments and coalition forces is implementing small and medium-scale subprojects in currently underserved areas, helping the villages and tribes of those areas resolve conflicts and support the GoA through the collaborative implementation of community-based development subprojects, and building the capacity of provincial, district, and municipal governments to deliver services in a pragmatic and collaborative manner. Local Stabilization Initiatives LGCD is a project of USAID/Afghanistan in collaboration with Maneuver Brigades, Task Forces, Civil Affairs and Special Forces units operating in the area. LGCD for Eastern and Southern Afghanistan is implemented by DAI.

Duties & Responsibilities:
Purpose: The LSI Specialist, under the direction of he LSI Advisor, will assist in the planning and management of the LGCD Component 3, Special Initiatives and Emergency Response Program and its activities in the assigned province.

Local Stabilization Initiatives specialist duties include and require frequent travel to underserved regions, Provincial Reconstruction Teams, Forward Operating Bases and Fire Bases. His main activity is to support the Local Stability Initiatives Advisor in the development and implementation of local stabilization initiatives subprojects in specified areas covered by the LGCD S/E area of operations. This individual will support and bolster the work of an expatriate Local Stability Initiatives Advisor in a specified area and work closely with the LGCD regional office, assisting the Program to accomplish all special initiatives goals.


Main Duties:
1. Coordinate with specified military organizations under the direction of the LSI Advisor;

2. Assist and advise on the development of stabilization strategies at the district level;

3. Assist in participating and translating in local shuras;

4. Assist in the development of project concepts and the project implementation;

5. Assist the LSI Advisor in the technical research, preparation and submission of documentation and reports;

6. Develop productive, professional and collegial working relationships with all relevant personnel responsible for, involved in, party to and dependant on, the effective accomplishment of LSI goals and activities in Regional office;

7. Understand the broader role of the LSI Advisor, acknowledging the categories, requirements and exigencies of both the Special Initiatives and Emergency Response components of the Component 3 (C3), the procedural demands and internal liaison process;

8. Seek professional familiarity with all LGCD S/E project subject matter, systems and procedures particular to and essential for the correct and effective realization of LSI objectives;

9. Adhere to reporting schedules and respond to ad hoc reports and information requests;

10. Update project information systems and prepare to brief on the status of C3 projects ongoing in the provincial area;

11. Coordinate and communicate effectively both verbally and in writing using formal letters and emails, and;

12. Travel to project sites and to Kabul as required.
Qualifications 1. Relevant Education.

2. Have a minimum of three years experience in working in the development field.

3. Be able to operate and travel in an international military environment.

4. Have experience in operating in the assigned Province.

5. Have well developed verbal and written communication skills in English.

6. Have well developed computer Email, Word, and Excel skills.

7. Willingness to travel to insecure areas.
