| Job Description |
Nationality: Afghan
IRC Afghanistan's Child & Youth Protection & Development (CYPD) program includes education, child protection, and youth and livelihoods activities aimed towards the improved well-being of children and youth. This project will be jointly implemented by CYPD and the Economic Recovery & Development (ERD) sectors to promote local economic development and livelihoods support to returnee households in Sheikh Mesri Land Allocation Site and surrounding communities. The position of Youth Officer – in close collaboration with the ERD Field Officer - will work with vulnerable returnee youth to enhance their vocational and life skills, thereby facilitating their economic and social reintegration. In addition, the Youth Officer will engage returnee households to increase their knowledge of and promote child and youth protection and development objectives.
Duties & Responsibilities: Specific Duties 1. Conduct meetings with Community Development Committees (CDCs) to introduce the project and related activities 2. Identify vulnerable returnee youth according to a pre-defined selection criteria, with participation from the ERD Field Officer and CDCs 3. Conduct participatory analysis of youth’s existing skill sets, interests and goals in collaboration with ERD Field Officer 4. Identify and place youth with appropriate apprenticeship opportunities in collaboration with ERD Field Officer 5. Conduct regular follow up with youth apprentices 6. Establish and support youth groups including returnee and non-returnee youth participants 7. Develop and conduct training to youth on life skills, with the participation and input of youth themselves 8. Support youth groups to develop activities and initiatives to raise awareness about youth-related issues 9. Develop and conduct trainings on child protection for returnee households 10. Conduct regular home visits to returnee households to assess child and youth protection and development needs 11. Engage returnee households to identify appropriate responses to child and youth protection and development needs and conduct follow up as necessary
Administrative Duties 1. Develop individual monthly work plan in collaboration with ERD Field Officer 2. Participate in weekly meetings with ERD staff and Provincial CYPD Manager to coordinate activities in communities 3. Keep written and computerized records of home visits; use these records to plan follow up visits and necessary interventions 4. Provide timely computerized reports to Provincial CYPD Manager
Logistics Duties Assist with timely distribution, maintenance and efficient use of assigned assets Coordination 1. Coordinate with ERD staff to ensure smooth implementation of project activities 2. Coordinate with support staff in all issues related to administration, finance, logistics and human resources 3. Identify and pursue opportunities with other stakeholders involved in youth-specific activities, particularly the Youth Information Counseling Center
Common Duties 1. Attend and participate in trainings identified/organized by your supervisor 2. Follow any new procedures and guidelines designated in circulars from Country Director 3. Report any violations of the IRC Mandatory Reporting Policies. The reporting of violations is an obligation on the part of all staff members. 4. Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers. 5. Any other duties as assigned by your supervisor. |

| Qualifications |
1. Experience working with communities, particularly youth and/or returnees.
2. Experience in social work and case management.
3. Experience in developing and conducting training, preferably on child protection.
4. Experience in developing and implementing activity work plans.
5. Experience in writing reports.
6. Solid understanding of child and youth protection and development issues.
7. Ability to travel to districts and communities.
8. Excellent Pashto and English language skills (Dari preferred but not required)
9. Excellent computer skills (Microsoft Word, Excel, Email) |
