Overview:
Through the Local Governance and Community Development Project for Eastern and Southern Afghanistan (LGCD), USAID is assisting the Government of Afghanistan and Provincial governments to extend their geographic reach. LGCD and local governments is implementing small and medium-scale projects in currently underserved provinces and districts, helping the villages and tribes of those areas resolve conflicts through the collaborative implementation of community-based development projects, and building the capacity of provincial and district governments to deliver services in a pragmatic and collaborative manner. LGCD is a project of USAID/Afghanistan in collaboration with Provincial Reconstruction Teams (PRTs). LGCD for Eastern and Southern Afghanistan is implemented by DAI.

General Objective:
The Provincial Community Development Officer (CDO) will be responsible for representing and implementing the LGCD community development strategy on the provincial level. The PCDO will support and bolster the work of the regional expatriate Community Development Specialist (CDS), providing them with insight and technical assistance in identifying and implementing the LGCD community development agenda on the provincial level. To this end, the PCDO will collaborate closely with other Community Development team members, and with local governance staff within the LGCD-E team.

Duties & Responsibilities:
General Duties:
The Provincial Community Development Officer will perform the following duties:

1. Work closely with the regional Community Development Specialist (CDS), provincial M&E and Engineering staff and the regional LGCD office to manage community development projects in Nuristan.

2. Work with communities within LGCD-E priority districts to create strong project proposals.

3. Manage all assigned community development activities in his/her specific province. Tasks include:
a. Creating and/or following work plans for each project
b. Regularly visiting eastern region community development project sites, write site visit reports.
c. Supporting community projects during implementation
d. Gather information for a team of LGCD-E technical staff that will be assigned to each project (according to the sector focus of the project). Team members will frequently include engineers, agricultural specialists, vulnerable groups’ specialist, as well as education and health specialists.

4. Represent LGCD-E’s community development team within his/her specific province, alongside existing Community Development team members. This includes holding regular coordination meetings with government & NGO counterparts based in his/her province.

5. Make sure that LGCD-E is successfully supporting vulnerable groups in his/her province through its community development projects. Vulnerable groups include women (especially widows), the disabled, the elderly and youth.

Reporting: Provincial CDOs are part of a larger regional technical team and report to the Jalalabad-based Community Development Specialist.
Qualifications 1. Currently residing in the province for which he or she is applying (Laghman or Kunar) or evidence of origin in either of these provinces.

2. 3 years professional and/or work experience in Nuristan.

3. High School diploma required.

4. Fluency in Pashtu and Dari, with a minimum of conversational English language skills, including writing and verbal communication; ability to provide simultaneous translation services between the languages.

5. Strong interpersonal communication skills.

6. Solid network of contacts with the international and local NGOs and donors that work in the field of community development.

7. Some computer skills plus a willingness to learn more.

8. Willingness to travel in the province approximately 75% of the time, sometimes to high risk areas, if required.
