Job Description The QED Group is seeking a monitoring and evaluation (M&E) Deputy Director to be in charge of M&E field activities for the RAMP Up-South Kandahar M&E component. S/he will be responsible for coordinating the activities of two Regional Coordinators and 12 of two field auditors and collecting field data and reporting to the M&E specialists and M&E Director. The candidate will assist the M&E Director in performing his duties and will be mainly focused on field operations. The Deputy Director will report to the M&E Director and will work closely with the Regional Coordinators.

DETAILED RESPONSIBLITIES

• Oversee and manage two Regional Coordinators who are each in charge of six teams of two (24 total people) field auditors.
• Assist in the recruitment of Regional Coordinators and field auditing teams.
• Collect data from each Regional Coordinator and report raw data back to M&E Specialists and M&E Director
• Coordinate with survey specialist on data collection procedures and with M&E director on evaluation framework.
• Ensure that field teams adequately implement data collection methodologies and submit data in a timely manner.
• Report data collection issues to the M&E Director and work with Regional Coordinators and field teams to address those issues.
• Review current project data to design customized training exercises based on the real data.
• Develop and administer training needs assessment and post training evaluation.
• Write a report summarizing findings from training needs assessment, key strengths, and challenges of local staff vis-à-vis capacity to implement data collection procedures
• Develop stand-alone guidebook to assist staff in their ability to independently implement data collection procedures
• Work with M&E director to ensure that training fit into Ramp Up-South M&E framework
• Collaborate with other M&E specialists, M&E director and deputy director on reporting. Author and contribute to M&E reports and other deliverables, making recommendations for future M&E efforts as needed.
• Help recruit other M&E team staff.
Qualifications • Minimum 4 years experience in social science research, M&E, statistics, survey and focus group implementation, and/or international development.
• Extensive experience with managing and training field staff in M&E and survey methodologies. Experience in adult learning instructional methodologies.
• Experience with univariate and multivariate statistical analysis methods.
• Secondary degree required, university degree preferred. Equivalent years of experience acceptable in lieu of university degree.
• Experience with USAID-funded projects.
• Excellent English languages skills, both verbal and written.
• Basic computer skills, including experience with word processing and spreadsheet programs.
• Access to local sources of information and informal social networks a plus.
