| Job Description |
Tetra Tech ARD is accepting expressions of interest from qualified Civil Engineering candidates for the Kabul City Initiative, a major municipal service improvement project now being implemented by Tt ARD in Kabul, Afghanistan. This USAID-funded, three year program is working with the municipal government in Kabul to support major improvements in municipal infrastructure and public services. KCI works closely with the Mayor’s office and Municipal departments to select, coordinate and implement service improvement projects. The Civil Engineer will work closely with a local Afghan Engineering firm in all aspects of project planning, design, and oversight. This is a full time position based in Kabul, Afghanistan. Field work is limited to areas within the Kabul city limits
Responsibilities:
-- Support the planning, design and execution of rehabilitation and new construction of urban infrastructure or improved municipal services. These will include: urban streets and roads, canals, ditches and culverts, building/facility repair and renovation, urban forestry, and parks and playgrounds
-- Provide supervision, and technical direction to the KCI municipal service team including project staff, subcontractors, construction contractors, and additional short term technical assistance (STTA) resources;
-- Support the Municipal Services Team Leader in the identification and selection of specific infrastructure interventions;
-- Support the Municipal Services Team Leader in the preparation of work plans, regular status updates and progress reports, and all other major deliverables for the municipal services component of the project;
-- Support training and capacity building aspects of the program to ensure knowledge transfer to local individuals and institutions, both public and private;
-- Analyze sub-contracts and specifications: prepare or approve scopes of work and timetables for the design and implementation of program activities in conjunction with work plans and ARD policy and contractual obligations;
-- Support the Municipal Services Team Leader to ensure that contractual obligations are met and that work plans are being successfully implemented on time and on budget;
-- Monitor and evaluate project performance and progress.

| Qualifications |
Qualifications:
-- A civil engineering degree and a Professional Engineering (PE) certificate from the US or and equivalent EU certification..
-- Eight (8) years work experience designing and managing (including quality assurance) municipal or urban infrastructure projects
-- Experience in working in a similar USAID-funded project is desirable;
-- Demonstrated in-depth familiarity with international standard best practices for design and construction of civil works;
-- Substantial experience in engineering quality control including review of plans, bidding documents, and scopes of work.
- Experience in engineering and construction project management.
- Experience working closely with and mentoring multi-cultural technical staff is desirable;
-- Exceptional English verbal and written communication skills.
Specialized Knowledge/Skills:
-- Previous experience managing engineering and construction programs in post-conflict countries, particularly in Afghanistan or Iraq;
-- Broad range of experience in different Civil Engineering disciplines pertinent to public service delivery – i.e. roads and streets, drainage, building and facility rehabilitation, parks rehabilitation, urban forestry, solid waste management, human waste management
--Familiar with citing and writing standards and specifications for a wide range of civil works encompassing those disciplines noted above.
-- Able to develop and manage training and capacity building for government staff and local contractors
-- Outstanding cross-cultural relations and interpersonal communication skills.
-- Dari language skills a plus
-- Ability to access resources necessary to properly address a wide range of civil engineering and technical challenges.
