The National Solidarity Program (NSP) was created by the Government of Afghanistan to develop the ability of Afghan communities to identify, plan manage and monitor their own development projects. NSP promotes a new development paradigm whereby communities are empowered to make decisions and control resources during all stages of the project cycle. In accordance with government policy the program is expected to lay the foundations for a long-term strengthening of local governance to make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities) and to provide assistance for the reconstruction and development of communities.

Duties & Responsibilities:
1.Prepare the regional office’s monthly cash requirement forecast in consultation with the Regional Manager.
2.Act as fund custodian for the operational petty cash funds of the RO and ensure the security of the cash in his custody
3.Record and update all fund inflows and expenditures in the cash register as well as the electronic cash book and ensure that all expenditures charged to the RO budget conform to the rules and regulations of the NSP Finance Department
4.Submit monthly financial returns, end of period cash count and copy of cash register to Kabul at the end of the monthly accounting period designated by Kabul-OC Finance section;
5.Act as one of the signatories of the RO official bank account in DAB and ensure that the bank account is used only for NSP official transactions
6.Prepare monthly bank reconciliation and send both reconciliation and monthly bank statements to Kabul
7.Ensure that the RM complies with the signatory and authority limits as stated in the NSP authorisation policy
8.Ensure that vehicle log books showing kilometres travelled and fuel used for the month are properly maintained and submit to Kabul Finance HQ monthly.
9.Ensure that generator log books showing hours used and fuel used for the month and submit copy to Kabul Finance HQ monthly.
10.Purchase the required office supplies materials for the running of the RO according to NSP procurement guidelines.
11.Check monthly budgets submitted by the PMUs for plausibility and budgetary limits before approval of the RM
12.Monitor PMU expenditures against approved budgets and submit monthly and cumulative reports to the Head of Finance Department, copy to the Regional Manager, on the financial status of provincial offices
13.Clear the PMU accounts each month according to NSP financial regulations and submit vouchers to the HQ Finance Department
14.Clear RO accounts monthly with the HQ Finance Department
15.Oversee all cash advance, overnight allowance, and procurement requests from regional and PMU office employees;
16.Coordinate equipment purchase requests that are submitted by provincial offices to Kabul HQ;
17.Translate bills into English and ensure that all bills are serially numbered;
18.Ensure that the RO and PMUs comply with NSP financial and administrative policies and procedures;
19.In consultation with the Regional Manager and NSP Finance Department, conduct audits of PMU office expenses (with a particular focus on funds spent on diesel for vehicles and generators)
20.Check on the consistency and accuracy of Annexes B, C and D of the PMU monthly reports and follow up with the PMU accountants on any corrections necessary
21.Have clear understanding and knowledge of the block grant disbursement guidelines as stated in the NSP Operations Manual
22.Conduct training of PMU accountants on operations fund and block grant related subjects in coordination with HQ Finance Department.
Qualifications 1.Basic bookkeeping and accounting principles

3.Familiarity with MoF withholding tax regulations applicable to scope of work.
4.Develops and maintains a set of best practices
5.Apply computer applications to include MS Word, Excel, PowerPoint and Outlook.
6.Demonstrate effective listening, questioning, and interpersonal skills
7.Articulately expresses ideas and information.
8.Written and Oral Communication skills
9.Abel to travel on field visits inside ad outside the province on a regular basis
10.Able to work effectively in a multi-disciplinary setting
11.Ability to assess when work standards fall short of guidelines and consult with relevant superiors.
12.Ability to perform as part of team and independently on specific tasks as required
13.Ability to plan, organize, prioritize and schedule work
14.Ability to analyze problems and present solutions
15.Ability to works within NSP procedures but provides feedback for improvement
