| Job Description |
Nationality: Afghan
The National Solidarity Program (NSP) was created by the Government of Afghanistan to develop the ability of Afghan communities to identify, plan manage and monitor their own development projects. NSP promotes a new development paradigm whereby communities are empowered to make decisions and control resources during all stages of the project cycle. In accordance with government policy the program is expected to lay the foundations for a long-term strengthening of local governance to make it more inclusive (e.g. for women, internally displaced persons, returnees and ethnic minorities) and to provide assistance for the reconstruction and development of communities.
Duties & Responsibilities: Under general direction and supervision, the Senior Staffing/Job Analysis Officer, to plan, implements and conduct recruitment program and develop recruitment and retention strategies according to the needs of National Solidarity program. In addition, the Senior Staffing/Job Analysis Officer is responsible to analyzes, designs, receives approval and coordinates the incorporation of jobs and accompanying workflow requirements in terms of core job characteristics. Key Responsibilities:
Staffing:
-Sets goals, plans, organizes, direct, coordinates and evaluates the activities of the National Solidarity Program recruitment/retention program. -Functions as an administrative resource for the Head, NSP HRD&T Department within the NSP for retention issues. -Coordinates annual planning for and participation in NSP recruitment events; coordinates job fairs and open house events. -Develops Policies and procedures relevant to the recruitment of management, technical and support services personnel; develops retention strategies. -Conducts focused recruitment for management, technical and support services personnel within the NSP. -Communicates with other NSP operating departments and components activities within the greater NSP mission structure to identify recruitment needs. -Develops, maintains, analyzes, and disseminates management statistics, reports and information related to the recruitment of NSP management, technical and support services personnel. -Provides career counseling for employees and functions as a resource person to the Head HRD&T Department in this regard; provides procedural information regarding examinations and related matters.
Job Analysis:
-Promote quality achievement and performance improvement across the organization through job analysis producing reliable information about job design and work flow in the form of Job and Person Specifications. -Ensure compliance with national MRRD and NSP standards. -Develops, write and revise Job Analysis and Workflow Design standard operating procedures in conjunction with appropriate staff. -Through scientific information collection methods assist the Head, HRD&T Unit in developing the NSP Classification Schema. -Conduct job design and workflow training sessions for new current immediate supervisors and NSP Head of Departments. -Liaising with other managers and staff in areas such as workflow and job design improvements (meaningfulness, responsibility, empowerment, skills variety, job enlargement). -Act as the key contact with customers for Job and Workflow Design development assistance, Job and Personal Specification development and taking responsibility for ensuring the execution of corrective actions and ongoing compliance with HRD&T and NSP Specifications.

| Qualifications |
1.Sufficient training, education, and public or private sector experience to demonstrate possession of the required knowledge, skills, and abilities. Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university; Proof of specialized qualifications sufficiency for this position. 2.OR. A diploma from a recognized secondary school with on- the- job training in a Human Resources Recruitment, Selection, Retention, and Job Analysis, University Degree is preferable, 2 years of on-the-job experience in Human Resource Recruitment, Selection, Retention will be considered equivalent to one (1) year of formal training (2 years of experience is proof of sufficiency for the position. 3.Current Afghanistan, MRRD and NSP employment laws, techniques, principles and practices of personal recruitment. 4.Theories, principles, and practices of Job Analysis and Workflow Design. 5.Applicable Afghan, MRRD and NSP rules and regulations governing employee recruitment and selection administration for professional consultancy services contracts; 6.Principles of training; 7.Ability to apply computer applications to include MS Word, Excel, PowerPoint and Outlook; Familiarity with Process Mapping Software would be considered an advantage. 8.Fluency in English, Dari and/or Pashto in speech, writing and comprehension.
