Nationality: Afghan
International Development (USAID) under the Strategic Objective Grant Agreement to provide Program Support for Programs to achieve Strategic Development Objectives, dated March 05, 2008 between the United States of America and the Islamic Republic of Afghanistan, (The SOAG). ARD is implementing USAID Alternative Development Project (ADP) in the North and West of Afghanistan. Duties & Responsibilities: The ADP W has a mandate of creating jobs and increasing sales of agricultural and livestock products while developing agribusiness, and related value chain enterprises related to the agriculture and livestock in the Province of Farah. The Senior Livestock Specialist position is designed for a local national with extensive and broad-based livestock experience. The selected candidate will preferably have private sector livestock and livestock product production and marketing experience. Ideally the successful candidate will have managed livestock production and fattening enterprises which were responsive to market needs and demands. Experience with haired sheep, cashmere or karakul is desired. In addition, he / she will have relevant and related experience marketing livestock to national, regional and / or international buyers. Those candidates without the private sector experience described above will need a track record of working for projects that have successfully facilitated the formation of livestock fattening and raising enterprises.
Specific Tasks and Responsibilities Include: 1. Work closely and coordinate with ADP W's other national Agribusiness staff to ensure smooth performance and sharing of responsibilities and duties.
2.Develop strategies to meet and exceed target indicators agreed with the donor by ADP W.
3. Develop ADP W's network of contacts and productive relationships with the relevant livestock-related business communities of Farah, of neighboring provinces, of Kabul, encouraging and facilitating greater participation of external actors in the Farah market to provide quality inputs and raise the quality standard and quantity of livestock produced in Farah. 4. Identify prominent, quality-oriented export enterprises and brokers who can potentially buy livestock produced in Farah.
5. Establish contractual relationships with suitable buyers, brokers, and exporters to encourage increased livestock production for local, national, regional, and international markets.
6. Promote, encourage, and facilitate advance contract livestock production in the province ensuring that the needs of buyers and markets external to Farah are met.
7. Work closely with ADP W's Business Development Specialists to identify, design and present projects to address the key missing or broken links in the livestock value chains in ways that engage the relevant entrepreneurs and businesses, as well as their associations such as packaging, processing, sorting, transportation and any other useful activities which can make Farah livestock and livestock products more prominent and competitive on local, national, regional and international marketplaces.
8. Work with ADP W’s Business Development Specialists to identify and engage available and appropriate business development or advisory services encouraging and facilitating their participation in the development of livestock production in Farah.
9. Liaise effectively with ADP W's M&E Department to ensure that appropriate livestock related date is collected, analyzed and reported on in a timely manner.
10. Work closely with any business related gender projects ensuring that they have solid and sustainable livestock production potential and facilitate all necessary support to ensure their success.
11. Work closely with all ADP W grantees and partners to ensure that all livestock-related activities are based on sustainable, profitable approaches and facilitate the provision of any and all necessary services to support these activities.
12. Weekly activity reports as required.
13. Biweekly updates and quarterly summaries of progress in the Business Development component of ADP W for the Biweekly and Quarterly reports.
14. Any other tasks assigned by supervisor/s.
The Senior Business Development Specialist will report directly to the Component Lead Agribusiness Advisor and indirectly to the Deputy Chief of Party, Programs. |

| Qualifications |
A degree in animal production, veterinary medicine, or agricultural economics, with a livestock emphasis is preferred. A minimum of 5 years post graduate experience with a minimum of 3 years private-sector livestock production and / or marketing experience is strongly preferred.
Native language capabilities in Dari and Pashtu is required, with excellent knowledge of English (speaking, reading and writing) strongly preferred.
Prior living and working experience in Farah is strongly preferred. |
