Nationality: Afghan
Strengthening Higher Education Program is supported by the World Bank for the Higher Education Sector in Afghanistan. The developmental objective of the proposed program is to progressively restore basic operational performance at a group of core universities (Balkh, Nangarhar, Kandahar, Herat, Kabul and Kabul polytechnic Universities) in Afghanistan. This will provide an institutional base for an agenda focusing on tertiary education development, capacity building and reform.

The developmental objective of the proposed program is to progressively restore basic operational performance at a group of core universities (Balkh, Nangarhar, Kandahar, Herat, Kabul and Kabul polytechnic Universities) in Afghanistan. This will provide an institutional base for an agenda focusing on tertiary education development, capacity building and reform.
1.Overall planning and managing of the procurement of Goods, Works, Services, and individual consultants required for Kabul University under the SHEP project. 2.Preparation of bid documents for National Shopping, and National Competitive Bidding. 3.Obtaining Quotations from the market for national shopping for Goods & Works. 4.Issue of advertisement notices for National Competitive Bidding and issue of the bidding documents to the firms 5.Handle the Bid-opening and Bid-evaluation meetings, preparation of statements for bid-evaluations, and preparing contracts. 6.Communicating with the MOHE on getting no objection for various documents wherever required. 7.Monitoring all procurement issues related to procurement and making sure the World Bank procedures and guidelines are implemented 8.Preparation and submission of monthly Procurement Progress report. 9.Managing the contracts till completion of works and supply of goods. 10.Working with the University and assisting the Procurement Manager/SHEP 11.Such other duties as may be assigned by the Procurement Manager of SHEP.

| Qualifications |
1.Candidates should be holding Bachelor degree in Business Management or related field. 2.Professional qualification or Training in Procurement is highly desirable. 3.Candidates should possess a minimum of 3 years of procurement of which at least 1 year should have been in procurement for the projects funded by the World Bank or other donors. 4.Familiarity with World Bank procedures is required. 5.Fluent knowledge of the local languages and English 6.Ability to use computers with MS Office - word/excel/powerpoint.
