| Job Description |
Nationality: Afghan
The Ministry of Education is in the process of implementing a project with the funds provided by the World Bank. The objective of the project is to improve the quality of educational inputs and processes as a foundation for a long term strategy to enhance the quality of educational out comes. The project consists of i) a school grants for quality enhancement and infrastructure development program , ii) support to schools through institutional and human resource development, iii) policy development and monitoring and evaluation.
Duties & Responsibilities:
The main responsibilities of the Engineers will include but are not limited to:
1. Designing and preparation of bills of quantity for MoE projects.
2. Cooperate in preparation of standards and provide typical designs for schools and other structures built for MoE but financed and implemented by other agencies and institutions.
3. Monitoring of all infrastructure projects and construction activities contracted to private sectors by MoE or financed and implemented by NGOs and other institutions for the to develop education sector in Kabul province.
4. Reviewing the available designs and prepare new standard designs for cost efficient school building and other structures for MoE.
5. Conducting researches for development of engineering designs to make cost effective school construction, particularly research about special designs for building schools using local and reasonable materials.
6. Traveling to perform assignments given by department of construction.
7. Working as social mobilizer; encouraging community for contribution to Social Mobilization Committee (SMC).
8. Traveling district by district for checking and construction controlling.
9. Training SMC’s the basic civil engineering information what are the needs for SMC level.
10. Cooperation with EQUIP Officer as a team leader on provincial level.
11. Capacity building of MoE’s Provincial engineer.
12. Preparing Reports for EQUIP officer and (PED) Provincial Education Director. |

| Qualifications |
- Minimum graduate degree in Civil Engineering or similar.
- 5-3 years experience in similar capacity.
- Broad technical expertise in the construction sector.
- Planning, organizing, management skills and ability to work independently.
- Experience of liaising at senior government levels.
- Good command of Dari/Pashto, and English preferred.
- Flexibility in working hours. Ability to work under pressure.
- Computer skills using Auto Cat, MS Word, MS Excel, internet and e-mail. |
