Through the Local Governance and Community Development Project for Eastern and Southern Afghanistan (LGCD), USAID is assisting the Government of Afghanistan and Provincial governments to extend their geographic reach. LGCD and local governments is implementing small and medium-scale projects in currently underserved provinces and districts, helping the villages and tribes of those areas resolve conflicts through the collaborative implementation of community-based development projects, and building the capacity of provincial and district governments to deliver services in a pragmatic and collaborative manner. LGCD is a project of USAID/Afghanistan in collaboration with Provincial Reconstruction Teams (PRTs). LGCD for Eastern and Southern Afghanistan is implemented by DAI.

GENERAL OBJECTIVES OF THE POSITION: The Provincial Programmes Coordinator (PPC) will be based in the LGCD Provincial Office as the coordinator for all LGCD Programmes ongoing and planned for the province. The PPC will report to the Field Programme Advisor (FPA) assigned to Helmand Province and work closely with the LGCD regional office towards the successful accomplishment of all project goals. The PPC will be the direct representative of LGCD programmes in Helmand to Provincial and Local government structures, USAID, DFID, international and national NGOs and other relevant stakeholders. The PPC will collaborate closely with the other Technical LGCD Team members (Provincial Governance Advisor, Technical Advisors, CDA, Social Mobilizer and Administration/Finance personnel).

Duties & Responsibilities:
SPECIFIC DUTIES: The duties of the Provincial Programmes Coordinator include but are not limited to the following:
Project Development & Management
1. Manage the implementation of approved subprojects under each LGCD Component in Helmand province, including oversight of all LGCD provincial staff
2. Closely work with the FPA and the regional LGCD office, providing insight into component strategies and resources in that province
3. Assist the FPA and the LGCD regional office in the identification and preparation of subprojects in the province, using a highly consultative process with the communities
4. Assist the FPA and the LGCD regional office with the identification of implementation partners
5. Propose program adjustments appropriate to changing field conditions
6. Assist in the identification, hiring and management of short- or long-term local staff to work with the FPA, AEA and CDA.
7. Follow the guidance of the LGCD standard security operating procedures, policies and directives to ensure maximum possible safety of project staff and partners

Coordination
1. Assist the FPA and the LGCD regional office in working with the USAID Field Program Officer (FPO) and other Provincial Reconstruction Team (PRT) members such as DFID technical advisors, Stabilizations Advisors, CIMIC and Civil Affairs teams.
2. Facilitate relationships with the provincial and local Afghan authorities, including the provincial and local government in order to create linkages between the various components, especially C1 and C2, and to cooperate as appropriate with the projects of other donors and implementers working in the region
3. Coordinate with other governmental support programs, such as IDLG, the National Solidarity Program and the Afghanistan Stabilization Program
4. Perform liaison duties between the FPA and FPO, the LGCD regional office, the government ministries/other entities and target communities, helping to build productive relations
5. Coordinate with other donors and NGOs, exploring opportunities for synergistic collaboration
6. Assist the FPA, the LGCD regional office and visiting experts in the preparation of provincial/district assessments

Monitoring, Evaluation & Reporting
1. Provide all requested and required information to assist Regional and Kabul project management to meet reporting requirements, including inputs for Quarterly and Biweekly Reports and Success Stories from field operations
2. Assist the FPA with the design of an M&E plan for Helmand Province
3. Coordinate monitoring visits utilizing the appropriate LGCD provincial staff
4. Plan, deliver, and report on Project Monitoring Plan (PMP) indicators
5. Undertake field visits to subprojects sites as needed
6. Inform the Regional Director of any problem, threat or other issue that may affect project success or the wellbeing of staff.
Qualifications University degree in Civil engineering or other related discipline; 5 years experience within reveled experiences efforts; English language skills, including writing and verbal communication, and fluency in Pashtu; Strong computer skills; Willingness to travel in the province approximately 75% of the time, sometimes to high risk areas, if required.
