UNICEF is the UN Agency mandated by the United Nations General Assembly to advocate for the protection of children' rights, to help meet their basic needs and to expand their opportunities to reach their full potential. UNICEF and the Government of Afghanistan cooperate towards the achievement of theses goals through Cooperation Agreements.

Duties & Responsibilities:
1. Assist Public Health Department (PHD) of Panjshir to set up community-managed referral fund and emergency transport model at Paryan district of Panjsher province.

2. Establish Community Shuras on women action group (WAG) and Mother Support Group (MSG), integrate BCC package for advocacy

3. Develop training materials and check list in collaboration with CR, ACO and SM department.

4. Conduct orientation for members of community Shuras on importance of community referral system.

5. Conduct training for WAG, MSG and CHWs on community based neonatal care as well as referral system.

6. Together with trained CHWs conduct mapping of pregnant women in Paryan district

7. Monitoring and supervision of the project implementation
Qualifications 1. Medical doctor preferably with pediatric background.

2. At least 5 years experience in Public health related works and implementation of Primary health Care.

3. At least 5 years working experience with Government and any International Non Governmental Organizations (NGOs).

4. Proven writing and communication skill and ability to do documentation on neo born care and IMCHN services.

5. Basic computer skills, including use of internet, e-mail, MS word, Excel and power point.

6. Proven ability to communicate in English, Dari and Pashto.

7. Proven strong ability and skills on writing reports on English.

8. Analytical skills with proven ability to do generate, compile, analyze and present basic health and nutrition data.
