| Job Description |
Nationality: Afghan
NRC is running a cross-border Information, Counselling and Legal Assistance (ICLA) Program for refugees, returnees and internally displaced persons (IDPs) in Afghanistan and Pakistan. The programme's aim is to enable displaced persons to pursue durable solutions to status related obstacles, through the dissemination of information; provision of legal assistance; facilitation of return initiatives; capacity building of legal professionals and the advocacy of their rights in Afghanistan and Pakistan. The programme seeks to enable individual clients and groups of clients to participate in defining the terms of a dignified and safe return/integration to their community of origin.
This programme provides its services through eight Information and Legal Advice Centres (ILACs) in specific provinces in Afghanistan and via mobile teams in Pakistan. Services are provided to clients who visit the ILAC and to clients identified in planned community visits. Each ILAC is staffed with an admin, a legal and an information section. The Project Coordinator will be attached to one of the three programme areas in the Afghanistan/Pakistan programme and will support staff and all ICLA activities in several ILACs in Afghanistan. The Project Coordinators are an integral part of the area teams in Afghanistan/Pakistan and will contribute to strategy development and independent research as jointly decided.
Duties & Responsibilities: ILAC level responsibilities: Management 1. Management of ILAC activities including staff support and general achievement of programme objectives. Financial and admin responsibilities may also be delegated by the Area Manager; 2. Supporting Legal Counsellors in case preparation and planning; 3. Ensuring a high quality of legal writing for case notes and inputs into the programme’s database; 4. Writing and editing regular monthly narrative reports on activities in the area of responsibility.
Capacity Building 1. To ensure ongoing mentorship, support and appraisal of the individual members of the ILAC team; 2. To design and implement a training plan for staff in the ILAC; 3. To coordinate with ICLA’s Capacity Building Team in Kabul so that national staff are trained and skills gaps are addressed; 4. To be dedicated to an incremental but deliberate approach to capacity building that will contribute to a long term nationalisation strategy.
Advocacy 1. Working with the appropriate authorities to find legal solutions to the problems identified through the ILAC’s case-work; 2. Helping to build the capacity of these authorities through training and other joint activities; 3. To identify obstacles to return in the PC’s area of responsibility, including civil rights issues and to advocate appropriate responses; 4. Maintaining and developing contact to relevant Human Rights and legal networks and participating in general advocacy work in consultation with the Area Manager and Regional Protection and Advocacy Advisor (RPAA).
Programme development As part of the programme team to contribute to programme strategy and operational decisions pertaining to the designated geographic area of responsibility.
Representation 1. The PC will make a deliberate effort to develop and maintain a positive relationship with UNHCR’s protection and other teams in the field. The PC must ensure that ICLA’s services are integrated into UNHCR’s protection approach in the area. 2. The PC will serve a field representative of NRC for donor visits. 3. The PC will maintain positive and supportive relations with local government and will meet regularly with counterparts in the provincial government. 4. The above representation tasks will be undertaken in coordination with the ILAC’s Team Leader (TL) with the aim of building the capacities of the TL.
Programme-wide Responsibilities Capacity Building 1. To use past experience and current interest to select a specific area of expert focus in the programme. As focal point in this selected area the PC will design a programme-wide plan to build the capacities of national staff. The PC will implement this plan in coordination with the Capacity Building Team in Kabul; 2. To mentor and train a selected national staff member with expertise in this selected area of focus so that the programme will benefit with these skills in the long term; 3. This area of expertise will be jointly decided by PC and the Technical Programme Support resource person for ICLA; and will be based on the needs of the programme.
Programme development 1. In consultation with the Area Manager, the PC will select a current area of activity in the ICLA Afghanistan programme to promote and develop. This will be an activity of the programme that will benefit from dedicated focus. Among other activities it can include any of the following: information activities, issues of land distribution, legal activities, return from Iran, cross-border return, advocacy of principle cases, media activities consolidation of solved cases; 2. The PC will lead this area and will represent a programme wide approach to external actors and counterparts.
Advocacy 1. The PC will prepare at least one short thematic paper (4,000 – 6,000 words) on a selected area of study in the programme. This will be based on case work and will serve as an advocacy tool. 2. The PC will also actively engage in advocacy of actions pertaining to this issue, in consultation with the RPAA.
Team Building 1. The PC must be a self starter with a professional, mature and constructive attitude towards working with colleagues. 2. The PC must be dedicated to working within a team and contribute to building a healthy and productive team spirit.
Other Duties Any other task as delegated by supervisor, which may include Head of Office Responsibilities. |

| Qualifications |
1. Degree in the field of international humanitarian or human rights law OR other relevant educational background OR extensive relevant work experience, including overseas work or education.
2. Strong understanding of international standards related to IDPs and refugees and solid understanding of protection issues in complex emergencies.
3. Experience in legal aid, civil documentation and land law and knowledge of the situation in Afghanistan.
4. Considerable experience in programme management, design, implementation and monitoring.
5. Excellent leadership, strong management, communication, interpersonal, and negotiation skills.
6. Sound donor reporting skills experience.
7. Strong computer skills.
8. Fluency in English.
9. Ability to work under pressure, independently and with limited supervision.
10. Flexibility and creativity. |
