The United States Agency for International Development (USAID) Afghanistan is seeking applications for the position of Project Accountant Office of Financial Management. Grade FSN-10.

Duties & Responsibilities:
1. The incumbent is responsible for the direction and maintenance of the project accounting systems for USAID/Afghanistan and for maintaining, reviewing, reconciling and balancing accounting records of various types of USAID/Afghanistan project funds. Perform project accounting operations utilizing and automated accounting system (Phoenix) that controls and reports on all program activities.

2. Prepare required reports and special reports from information available for a variety of users including the Controller and Supervisory Accountant.

3. Provide advice to the Technical Offices’ personnel on all types of accounting transactions.

4. Establish contacts with local bank and Bangkok Financial Service Center personnel to resolve difficulties in processing all disbursements and collections. Provide advice to the Technical Offices’ personnel on all types of accounting transactions.

5. Process requests for closeouts. Perform all the necessary activities to ensure proper processing of closeouts and advise Supervisory Accountant and Cognizant Technical Officers on de-obligations of funds. Coordinate actions with Financial Analysts.

6. Produce sampling of the Technical offices’ project accrual files periodically (at least quarterly).

7. Report to the Supervisory Accountant and Deputy Controller on findings and recommends actions for improvement.

8. Closely coordinate reconciliation activities with all the involved OFM staff. In coordination with the Sup. Voucher Examiner and Cashier, research, initiate and process all the required corrective transactions. Assist the Supervisory Accountant in compiling and producing documentation for accounting transactions required during the audit and/or data call requests from USAID/Washington.
Qualifications University degree in accounting, finance or business administration is required.
