Nationality: Afghan
The United States Agency for International Development (USAID) Afghanistan is seeking applications for the position of Project Management Specialist (Financial Sector) Office of Economic Growth. Grade FSN-10.
Duties & Responsibilities: 1. Performs a variety of complex research, reporting, monitoring, evaluation, and analytical duties in support of financial sector policy reform issues and other aspects of the economic growth portfolio as assigned.
2. Organizes and maintains project records; assists in data gathering for, and provides input to Mission reports, activity fact sheets, and press releases.
3. Takes part in analyzing and evaluating performance under USAID contracts, including competence/performance of contractor personnel, project spending and progress, and acceptability of project reporting.
4. Communicates issues encountered in project monitoring and gives technical advice to the project supervisor on ways to resolve them.
5. Performs financial analysis and ensures appropriate funding level for the assigned project(s) in accordance with USG funding rules.
6. Conducts qualitative and quantitative research to assess policies and project activities and analyze their implications for development of the market economy in Afghanistan.
7. Develops and/or contributes to activity designs and descriptions within the economic growth portfolio, drafts technical justifications, and participates in strategy design, prepares program descriptions and/or scopes of work for related projects.
8. Takes part in reviewing proposals and other submissions that come to Economic Growth (EG) and participates in designing feasibility studies, evaluations, and analyses in support of Economic Growth programs.
9. Performs administrative functions with regard to EG projects, including budgeting, records maintenance, approval of vouchers and preparation of program documents, presentation of budget information to inform financial and programmatic decisions.
10. Travels to project sites as needed, and maintains liaison and good working relationships with host-country public officials and private sector representatives in areas related to EG Office activities.
11. Assists in coordinating activities with other donors and NGOs to avoid duplication of effort and ensure maximum project impact. The incumbent maintains contact with mid-level provincial government officials and private sector clients, and represents USAID on site visits. Performs other related duties as assigned. |

| Qualifications |
Bachelor's Degree in Business, Economics or related field is required. |
