Duties & Responsibilities: 1. Supervise the Administration and Operation team and ensure its efficient and effective operation.
2. Ensure the smooth day-to-day functioning of the office.
3. Work with the team to help them improve current operating procedures, HR practices, and staff development strategies.
4. Ensure that the Counterpart Afghanistan Human Resources policies and procedures are strictly adhered to while notifying Counterpart management of any breaches of these policies.
5. Ensure that inventory records are updated on a regular basis and that adequate safeguards are in place to ensure the proper usage of Counterpart property and assets.
6. Supervise the preparation of monthly, quarterly and other periodic reports prepared by the respective department heads and then finalize and submit the consolidated report to Counterpart Director.
7. Perform other management and program duties, as assigned by Counterpart Director.
Procurement and HR: 1. Manage procurement actions to ensure they meet regulations;
2. Oversee the procurement of goods and services in accordance to company rules.
3. Control of the fuel consumption and other services costs of the office vehicles and equipments according to the log books
4. Revise the Program Procurement Policy forms and procedures.5. HR/Admin Manager will responsible in developing Human Resources Management Policies and Procedures.
6. HR/Admin Manager will responsible in all recruitment, including job posting, collection of applications, screening, interviews and se lection.
7. Lead staff evaluation process and train line managers on the use of staff performance evaluation forms.
8. Issue and manage employment contract and be responsible for renewal and amendment of contracts.
9. Create and maintain personal files for individual team members and ensure confidentially.
10. Introduce and facilitate orientation for the new staff members.
11. Work in developing and coordinating the development and systematic delivery of the Staff Training Plan.
12. Arrange workshops on relevant topics whenever required.
13. Supervise all attendance records, absence and vacation leave.
14. Contribute to the well being of all staff members and deal with lower staff concerns and queries and provide solutions, in consultation with relevant supervisor.
15. Liaise with all head of departments in order to create new jobs and plan recruitment.
16. Expertise in drafting and reviewing job descriptions.
17. Create and maintain a centralized personnel inventory system for ZCC Afghanistan. |

| Qualifications |
1. Masters in Business Administration or equivalent.
2. 3-5+ years post qualification experience working with international NGOs in management positions with Procurement, logistics Admin and HR functions, including at least 3 years working as a senior management position.
3. Excellent communication, problem-solving, teamwork and leadership skills.
4. Excellent communication and report writing skills in English.
5. Solid computer skills in Word and Excel
6. Fluency in Dari, and Pashto/English. |
