Job Description Nationality: Afghan

The Ministry of Urban Development (MoUD) laid foundation of satellite town (26th Dalwa Town) last year, previously known as 20 Thousand Residential Housing Units in Dehsabz district 26 km north east of Kabul. The 26th Dalwa Town will provide 20000 Residential housing units .The objective of this project is to tackle the housing shortage in Kabul and to improve the quality of living The town will be built on international standards with all basic amenities provided. Road work in Phase A1 is in initial stages.

Duties & Responsibilities:
1.She/he is responsible for appraising technical projects, assisting MoUD/26th Dalwa Project central & field engineers in survey, design and monitoring of the projects and developing the capacity of office & field engineers.

2. Responsible for quantity control of project.

3. She/he will also undertake actual survey and design of specific projects as required.

4. She/he will be a member of Technical Support Section with BOQ and will be tasked by the head of this Section.

5. To estimate all infrastructures materials.

6. Review assigned project’s survey, design and other specifications to ensure that they are sound/feasible complete and in accordance with agreed standards and conditions.

7. In consultation with Section Manager, produce regular work plans and reports as well as specific work and other reports as required.

8. Reporting to the Contract Manager, your role will involve preparing bills of quantities, checking changes of design, assessing and recommending payment to contractors, and preparation of monthly cash-flow forecasts, feasibility reports etc.
Qualifications Knowledge/Experience
1. To have knowledge how to prepare Cost and Bill of Quantity of buildings, Roads, sewerage and water supply system.
2. To have good experience in practical work of the buildings, roads, water supply and sewerage system.
3. To have knowledge of Technical Specification analysis of the buildings, roads, water supply and sewerage system.
4. To have the knowledge of English, Dari and Pashto typing.
5. Have knowledge of computer (AutoCAD, Ms.Excel, and Ms.Word).
6. Extensive knowledge of Civil engineering.
7. Strong background in construction management/project management complemented by excellent contractual and negotiation skills.
8. Minimum of 5 years of engineering experience.

Qualifications/Skills:
1. Holding a B Sc. degree in Engineering & Design (Architecture, Civil or Structure) from a recognized institution. A master degree in engineering would be an added advantage.
2. Excellent communication skills: speaking, writing, and listening.
3. Computer skills, including extensive experience using (Auto Cat, Engineering Auto Cat, Microsoft Office.
4. Proven analytical and logical skills

Abilities
1. To work accurately with figures.
2. To independently survey and confirm reported job progress.
3. Fluency (oral and written) in both National Languages (Pashto, Dari).
4. Language ability in English highly desirable.
5. To set priorities and manage time effectively.
6. Analytical and problem-solving ability.
7. Ability to work both independently and as an effective team member.
8. Ability to think and communicate clearly with others, motivate and lead people.
9. Professionalism in appearance and demeanor.
