Nationality: Afghan
Relief International (RI), an international relief and development agency with cross-sectoral programmes bridging relief and development, seeks a Programme Manager for its ‘Linking Local Voices and Government’ programme in Afghanistan. The Programme Manager will be responsible for the set-up, ongoing management, continuing development, and daily supervision of all activities under the programme.
Duties & Responsibilities: Programme Management 1. Recruit, screen, hire, and train national programme staff and ensure that all internal administrative and HR policies and procedures are followed in accordance with established RI standard practices.
2. Produce programme, yearly, and monthly work plans for review by Country Director and HQ Programme Officer.
3. Oversee the logistics operations, including procurement, stock management, asset management, vehicle operations, communications, equipment maintenance and repair for the programme.
4. Keep programme assets inventory list.
5.Review monthly budget vs. actual expenditure reports, make adjustments on the basis of these and ensure that appropriate action is taken in a timely fashion.
6. Ensure compliance with RI and donor finance policies.
7. Liaise with relevant government authorities and obtain MoUs and permits for programme activities where necessary.
8. Coordinate RI programme activities with relevant government officials and other humanitarian and development agencies.
9. Ensure that field programme operations comply with RI security policies and immediately inform Country Director of any security incidents. 10. Set up monitoring system for the programme and regularly monitor programme activities in the field as security permits.
11. Prepare national staff for takeover of programme management after one year.
12. Submit donor reports as required in the grant contract in coordination with HQ Programme Officer.
13. Submit weekly reports to Country Director and monthly progress reports to HQ-based programme staff.
Programme Development 1. Represent RI in dealings with local authorities (administrative, sector and security officials), other implementing agencies, partner organizations and other stakeholders.
2. Maintain relations locally with donors and the NGO community.
3. Assist in identifying new programme possibilities in collaboration with HQ-, field- and Afghanistan-based programme staff.
4. Consult with peer and UN agencies on international standards with regard to programme design and implementation.
5. Work with relevant staff to develop high quality concept papers that meet RI programme quality standards and donor priorities and then market them to appropriate donors. Follow up to develop successful, funded proposals.
6. Carry out appropriate Monitoring & Evaluation activities regularly (including data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform programme design).
7. Contribute to the integration of programme activities to create coherent, quality and complimentary programming. |

| Qualifications |
1. At least 3 years experience in implementing multi-sector humanitarian relief or development projects in Afghanistan.
2. Graduate degree in Development Studies, International Relations, Public Health, or related field.
3. Background/ experience in community development, community health, livelihoods development, or similar field preferred.
4. Excellent written and oral communication skills.
5. Strong leadership and teambuilding skills, staff management and capacity building experience.
6. Logistical planning and problem-solving skills.
7. Highly organized and systems-oriented.
8. NGO experience and knowledge of donor guideline requirements (e.g. ECHO, USAID, DFID, UN).
9. Proposal writing experience preferred.
10. Experience living and working in dynamic, insecure environments with local communities. |
