Job Description Nationality: Afghan

Chemonics International, a Washington DC-based firm, seeks youth leaders and youth development specialists for an anticipated USAID-funded Municipal Governance Support Program for Afghanistan (MGSPA) project. The purpose of this project is to create effective, responsive, democratic, transparent, accountable, and gender sensitive municipal governance in select municipalities throughout the country. The MGSPA will: (1) clarify the local governance framework; (2) provide responsive policy guidance and assistance to sub-national entities; (3) strengthen the legal, fiscal, economic and service delivery functions of select municipalities; and (4) foster greater citizen participation in municipal governance.

Duties & Responsibilities:
1. Design, develop and provide internship opportunities for youth, in support of municipal governance.

2. Conduct awareness-building workshops and seminars for youth on civic, advocacy and local governance roles.

3. Promote volunteerism activities that support local government initiatives and community development (such as clean-up campaigns, establishment of parks, etc.)

4. Establish recreational programs for youth that provide alternatives to illicit activities.

5. Incorporate youth participation into the MGSPA economic development initiatives.

6. Serve as the point of contact and liaison for other USAID/donor-funded youth programs.
Qualifications 1. University degree from an accredited university in social sciences, education or other related field relevant to youth development.

2. 3-5 years of relevant, professional experience working on youth issues in countries with low levels of youth participation in governance.

3. Expertise in strategic planning and youth assessments.

4. Ability to develop and interpret youth development indicators.

5. Substantial understanding of, and commitment to, youth development with knowledge of relevant international
ational youth best practices.

6. Understanding of youth issues in an Islamic context.

7. Fluency in English (written and spoken).

8. Excellent analytical, interpersonal and communication skills
