Duties & Responsibilities: The successful applicant will work under the direct supervision of the Project Implementation manager and overall guidance of the Program Manager for ZCC, for the provision of the following services to Engineering Department:
1. Responsible for the central and province-level project performance, process, and outcome data management cycle from collection through reporting.
2. Will coordinate closely with other management staff to ensure consistent and effective measurement of results across the project area.
3. Assure and train staff to insure complete understanding of Construction PROJECTS as an integral part.
4. Manage and coordinate the direction of implementation and directly related activities of all PROJECTS.
5. Work closely with the central and provincial Offices for effective implementation of ConstructionPROJECTS .
6. Actively participate in setting program direction, especially in the area directly related to monitoring and evaluation.
7. Coordinate the effort to promote field staff capacity development and provide guidance to improve staff skill building
Management and Administration: 1. Facilitate incorporation of participatory principles into all stages of planning, management and implementation.
2. Guide performance, process, and outcome PROJECTS activities, ensuring accurate and appropriate collection of data, maintaining project master and secondary databases, and generating reports.
3. Prepare data for internal and external progress reports.
4. Conduct regular documented supervisory sessions, monitoring and providing regular feedback on
Development Project activities: 1. Continuously assess sector-specific staff development, determine areas needing attention, and discuss and coordinate response with appropriate resource personnel.
2. Assist communities to assess Program.
3. Guide and undertake monitoring and auditing of project activities.
4. Work respectfully, cooperatively, equally, and fairly with people within and outside of the organization.
5. Cultivate and maintain professional, open relationships with communities, government, and representatives of other organizations and agencies.
6. Provide information and support to others that will improve delivery of services to Afghanistan.
Reporting Requirements :Weekly, bi-weekly, and monthly status reports per project Draft Monthly Status Reports Draft quarterly progress reports |

| Qualifications |
The incumbent has to demonstrate the following criteria:
1. Bachelor degree in Civil Engineering.
2. Considerable experience in the filed of monitoring and evaluation.
3. Experience of working with the Government agencies, donors, NGOs and United Nations and local Construction Companies.
4. Strong communication skills in Dari, Pashto and English are essential.
5. High degree of demonstrated teamwork skills.
6. Proof of ability to coordinate a team in a complex work environment.
7. Demonstrate able analytical, reporting and presentations skills. |
